Mrs. Clyde Vance asked the commission for consideration on the 1985 budget for a donation for the Veterans Memorial which the Civic Club was currently working on. All Commissioners agreed that this was a worthy project and would consider a contribution on the 1985 budget. Nita West, Jackie Rife, and Aina Wikan were in attendance, representing the Kand County Travel Council. Bids were submitted for a new van to use in touring with AAA people, showing Kane County, and for use in going to travel shows. It was suggested by the Commissioners that they try to find a used van. The Commission approved an expenditure of $144 for an ad in the fall issue of a local magazine. Commissioner Martin moved to appoint Arlee Adkins to the travel council as President of the Motel Association, the motion was approved. Sheriff Riddle, Randy Cram and Kent Aland were present to discuss the moving of the emergency dispatching from the hospital to the sheriffs office. ment for $1622, Commission approved. Sheriff Riddle is also going to look into the possibility of an emergency phone number that could be used county-wid- census. by Edith Holmes At the Fredonia Town Council meeting held on September 4, all council members were present. Two guests, Mark Johnson and Edith Holmes, were also in attend ance. The minutes of the August 21 meeting were read and approved. Clerk Barbara Kimball informed the council it was time for the town audit and an auditing firm needed to be selected. She reported the firm used the last time was available and would do the audit for $6,200. The firm is located in St. George and is licensed to practice in Arizona. The council discussed item to some length. Clerk Kimball was instructed to contact several other firms as to cost of audit, travel expense, etc. It may prove best to use the firm from St. George because they are closer to Fredonia. The next item up for discussion was a special census. All towns and cities in the state are going to have one. The census will be done by the Federal Census Bureau. The cost for Fredonia would be under $3,000 as the charge is based per person counted. The census would prove beneficial to the town as they would be eligible for more money in several areas. The census will be within the town limits. Money will have to be budgeted for the e. Sherill Young talked to the Commission about the J. Mark Holmes project. Primary Vote Canvass final -- A new telecourse to be shown this fall on KUED Channel 7 will take treated separately. Commissioner Martin moved to adopt and sign Resolution tt9, authorizing the sale of the Kane County Hospital and providing for the manner in which the sale shall occur. Commissioner Heaton seconded, all voted in favor, Commissioner Johnson signed the resolution at this time and it was attested to by the clerk. County Attorney Kirk Heaton presented the Commissioners with a draft of the Request for Proposal for Purchase of the Kane County Hospital. It was reviewed completely with all of the Commissioners, details were discussed and changes were made. Kirk is to prepare final documents. Realignment of the Johnson Canyon road across the LeRoy Judd property was discussed. Commissioner Martin moved to purchase the property needed for the realign n, A grant has been applied for for the construction of a senior citizen complex. Now the town needs to submit a letter stating the town will donate 1,300 man hours in labor. The clerk was instructed to write the letter. When the grant is approved, the senior citizens will be asked to work in their chosen fieldcs during construction. Charlie Glaspie reported there are several problem areas in drainage in the north part of town along First West Street. Other areas are being worked on by town employees. The employees need some help from the state engineer before the problems can be corrected. This help has been promised so the work should be done in the near future. The town also needs to obtain an easement on First West Street in order to install a better drainage system. Charlie told the council he had received two letters concerning streets. One was from the Fredonia-Moccasi- n School District Board. They asked if Jensen Street could be closed in the event the new elementary school is built oh the present site. The council discussed this question thoroughly. The council will work with the school board when they complete their plans. The other letter Glaspie presented was from the Chamber of Commerce regarding the drainage along the highway near the refineries and Goodalls'. This problem is being worked on. Dean Heaton informed the council officer was needed that a part-tim- e to work with Marshal Johnson. There are several people in the area who are certified but they are unwilling to take on the job. A officer is needed all the part-tim- e e officers do time so that not pile up a lot of comp. time. Since a part-tim- e position would not support a family, a person with a job and ties to the community would be ideal. The position will be adverfull-tim- tised. Heaton also brought up the subject of the dog pound. It needs lots of work done. A pound to meet state requirements is planned and he suggested the work could be done in stages. A concrete slab could be the start. Later there could be individual dog houses. Also needed now is chain link fencing and a small building to hold the dog food and equipment. The council agreed that a master plan is needed and work could be done in stages until the entire project is finished. In another area under his supervision, Heaton told of the problem tbe fire department is having with their phone system. The fire alarm will not work since the phone has been removed from th.-- checking station. The alarm can only be set off at the fire station. Ha suggested individual pagers for the firemen. Fire Chief Mike Holmes though 10 or 11 would be sufficient at this time. These could be passed from fireman to fireman when one left town or was at work. Pagers cost around $250 each. calls could be dispatched through the Kane County, Utah Sheriffs office and then the alarm could be triggered at the station by firemen. The council agreed to have eleven pagers ordered, ten for the firemen and one to be carried by the law officer on duty. Mark Johnson told of a man in ElMirage, Ariz., who collects police badges. He is interested in making a trade with Fredonia for six of their shields. In return, he will design and make a new shield for Fredonia. The new badges would be customized especially for Fredonia. All he needs is an idea of what Fredonia wants. The council decided to hold a contest for a badge design. They want to keep the centennial belt buckle and arm patches for one edition collectibles. The contest will be advertised for a design that can be the town seal along with being on the police badges and arm pitches, $50 was suggested for the winner, with the council acting as judges. Don Mackelprang told the council of some water in Johnson Canyon that the town can buy. There ia offered 1,000 acre feet for sale at $150 per acre foot. Ten miles of pipeline could bring the water to Fredonia. The purchase price would run around $450,000. A lengthy discussion on ways and meant of raising the money waa held. The town attorney will be asked for help and the council will buy the water if at all possible. It would ensure water for Fredonia for future growth for many years ahead. Mayor Dixie Judd reported the Centennial belt buckles are ordered but will not be available for the fair. She said mulch will be hauled to the horse show arena, the town corral and disced. The ground needa to be plowed and softened. Her husband Veldon will do the work. All departments of the fair are set up and ready to go. The Chamber of Commerce has a large parade planned that may have as many aa thirty floats from all around the country. There will be a lot of politicians on hand, Bob Stump for me, during the day. Some of these may need transportation from the airport. This will be taken care of. Mayor Judd asked Clerk Kimball to contact the Governor's office to see if Fredonia qualifies for If so, there would be loans available for small businesses and industry. The Mayor informed the council that Nancy Black will be working with the phone company on renumbering houses and placing new street signs on all the streets. Street names will remain the same. As tbe last item for the night, the council voted to purchase a computer for the clerk's use. It will cost about $5,500. The first department to be computerised will be the water card for this use billing. A print-ou- t is being designed for us with an envelope with a window like the one now being used.
