Arizona's only refining company, is that it is still alive, and, of course, local hopes are that it will be healthy again. According to Scott Phillips, who was appointed as Receiver almost a year ago, Santa Fe Energy Products of Houston, is essentially the new owner of the refinery. This is subject to a court order by Chief U.S. A. Carl District Judge Muecke. Judge Muecke has given temporary authority to Santa Fe Energy Products, which is a subsidiary of Santa Fe Railroad, but is expected to give his final order this weekend. Santa Fe took over the refinery March 31, subject to the judge's order, according to Phillips. Mr. Phillips stated that he is still hopeful that the refinery can become a vibrant business in this area. He feels that it has value and in a business that fits a unique market. And with crude oil prices going down it could be a profitable concern. Phillips did express disappointment that the attempts to sell the refinery earlier to United Oil and then to Gatoil had been unsuccessful. In July of 1982 Arizona Fuels was placed into receivership after it failed to pay a S38.7 million federal-cou- rt judgment against it in July 1981. It had been under a cloud since 1977 when the Department of Energy filed a civil suit against the sole stockholder, Eugene Dalton. The suit stated Dalton failed to pay hundreds of thousands of endollars in titlements. Scott Phillips was appointed as Receiver in 1982 and had attempted to sell the facility to meet some of the demands against it. In January, United Oil Company of Albuquerque, N.M. submitted a letter of intent to purchase Arizona Fuels but when the request was before the courts Gatoil came in and made a better offer.
