Yearly subscriptions '- 0049-165- 9 THE EDITOR OPEN LETTER TO THE SPECIAL SERVICE DISTRICT As a concerned citizen Girl Scouts landfill system is obvious. My main concern is who will manage and operate it and at what price and quality of service? Anything that can be done through free enterprise should be done that way. Studies show that in most cases private individuals or can operate companies cheaper, more efficiently, and with a higher level of service than a government run operation. And yes, being in the trash collection business that I started here when a senior in high school 10 years ago. I'm certainly concerned that my livelihood will be wiped out so that government can take on a new, costly responsibility. Im not even asking that you contract with me without going through a competitive bid process. I do ask - should you force the citizens to accept and PAY for your system instead of properly bidding out the work? I feel that the private enterprise system is working and can continue to work efficiently in this county. Only through a competitive bid can the citizens know that they are paying a fair price for services rendered. 1 would welcome an open reply to this letter. Please let the public know of your intentions. Let the public help guide you in your decisions and comply with the proper role of government by staying out of the garbage business! and businessman I'm writing this as an OPEN letter because I feel the citizens of Kane County have a right to hear the answers to the important questions raised in this letter. 1 am concerned with the lack of public input into the decisions that you as a committee have made over the last two years concerning waste disposal in Kane County. I dont feel that you have adequately in- -' formed the public of your intentions and plans for the Since they will . future. affect every citizen in western Kane County. 1 think you should be more their concerned about needs and desires and that input should be solicited ,,and used as a guide in developing a disposal system the residents want and will support. 1 feel it is important that all citizens be aware that to date you have (1) obtained a 5 interest loan to the tune of $300,000 (something a private individual or company cannot do); (2) secured land from BLM for ' a landfill; (3) purchased a bulldozer to $30,000 ' maintain the landfill; (4) nearly completed the road and fence to the landfill site; (5) planned to hire two men to operate the landfill and collection system; (6) put into motion the process of buying garbage collection equipment and plant to put the r special service district into the waste collection disposal business on a compulsory basis within the next 60 days! Im sure this comes as a surprise to most people. And I. for one, do not appreciate your surprise and railroading tactics. 1 think the need for a sanitary and smoke-fre- e door-to-do- if' sible to all people of our district and their concerns. Not allowing the distribution of indecent materials can protect minors from many of societys ills until they have been prepared by their families to understand and choose to meet todays challenges and problems. H.B. 209 Both the Senate and the House have supported Rep. Hillyards bill which enacts new laws against child abuse and provides stiff mandatory imprisonment for aggravated cases of child kidnapping and sexual abuse. This bill is also awaiting the Governors signature. I hope that this bill can help us to deter the rise we have seen in the State of child kidnappers and sex molestors. It is a grave problem, which I would raiher that we, the people of Utah, would not have to worry about. H.B. 13 Rep. Richards proposal to increase the sales and use tax of 1 has passed by .25 both the House and the Senate this last week. Both Senators and Representatives feel that the increase to the revenues of local and county governments is needed. I have not been an advocator of increased taxation, but I feel that this increase was needed to assist our local and county governments during this recession. One more item which might be of interest to the teachers of our district. In response to the Governors proposal for a 1.5 cut in the budgets of all and government agencies departments, a caucus was held Wednesday to discuss and consider the issue compromises to the proposal. It was decided upon by the party assembled to exempt the Department of Education and compensate by appropriating $10,000,000 from the U.A.-U.Funds given to the state by the federal government and these appropriated using funds to help balance the $425,700. Id like to take this time to discuss some of the bills and issues which were considered and passed this last week of the General Session. S.B. 305 This bill establishes the Utah State Public Employees Disability Fund. To pay the premiums required, an appro- priation of $ 1 ,372,500 from the State revenues to be distributed to agencies of the State government. This bill will help pubic employees who have the misfortune to become disabled by a mishap on the job and who have little else to turn to to pay for expenses incurred. S.B. 140 This bill provides that livestock is exempt from property taxation. According to the Fiscal Analysts Office, this bill would effect a $1,100,000 decrease to local property tax revenues across the state. This would increase expenditures from the Uniform School Fund by 1458,000. Local governments, like in Wayne Co., would have to increase other taxes to compensate for this loss. In Wayne County, that could mean an increase of up to 3 mills to compensate for their loss. ISSN No. Page Two Have Been Selling KsOOKieS The girl scouts were out in force last week selling their annual girl scout cookies to raise troop monies for scouting camps. We certainly appreciated the support of all people in the Kanab and Fredonia area and know you will greatly enjoy the cookies when they arrive some time around April The Girl Scout Troup S15 of Kanab total 17 girls and Troup 19 of Fredonia total IS girls. Approximately 400 Girl Scouts and Brownies from all over Southern Utah congregated in Hurricane to celebrate World Friendship Day exploring traditions, costumes, dances, and songs of the various countries throughout the world. Kanab Troop SIS in Scotland presented dance and paraphernalia and the Fredonia Troop 19 presented France in dance and song. This is an annual Spring gathering in which the public is always welcome to attend. The event ended with all girls and leaders dancing the Virginia reel. Fredonia Troop 19 hosted their awards banquet with their parents Thursday, March 10. The Kanab Troup 515 is hosting their awards banquet Friday, March 18, at the Senior Citizen's Center. Deon S. 36, Mecham, Kanab, was arrested by the Utah Highway Patrol on Feb. 27 for driving under the influence of alcohol. Sentence was $299 fine, 60 days in jail with 58 days suspended, probation for one year, fine to be paid within 30 days, no use of alcohol or drugs, voluntarily spend 30 days in service with an alcohol treatment facility, must complete the alcohol and drug school under the direction of Neal Smith, a fine of $150 special assessment to cover the cost of the 30 days at the alcohol treatment facility. Crash In Lake Powell Takes Life A light plane crash near Bullfrog Basin at Lake Powell, took the life of a Kayenta, Arizona man last Sunday, March 6. Bradley Blair, 61, was the pilot and sole occupant of a single engine Cessna Skylane 182, which crashed into Lake Powell about 150 yards offshore from Stanton Creek sometime between 3:45 and 4:00 Sunday afternoon. The airplane was found resting about 50 feet below the surface of the lake. According to National Park Service District Ranger Richard Spomer, Blair is believed to have been on a final approach to the Halls Crossing airstrip at the time of the accident.
