Farm Bureau has succeeded in getting the load management program set back to 1984. according to FB Pumpers' Committee Chairman Lelan'd Hogan, Tooele. This means all pumpers will be on the rate schedule identified as "Option B and that no pumper will be required to go to load management during 1983, Hogan said. THE EDITOR Zoning Ordiance Is Bad Dear Editor: These are trying times and many individuals and families are struggling for survival in our depressed economy. In addition to all of the other pressures of the day, I am alarmed that the Kane County Commission, along with the Kane County Planning Commission just passed a zoning ordinance that is one of the most restrictive and damaging ordinances to the ownership of property which they admit is one of the toughest in the western United States. In spite of public input given by three well attended public hearings over the last three years, the Commission went ahead on Tuesday night and adopted this restrictive ordinance. Every citizen of the county should read Chapters 5, 16, 17 and 23. Chapter 5 deals with uses. Keep in mind that this ordinance of our places about one-haprivate property and improvements in new zones and identifies the uses as These uses may be terminated by 12 months of lf vacancy. 16 Chapter describes the multiple use zone covering about 95 of our total real estate. All land owners should check to see how much of their private land is locked up by this chapter. Chapter 17: Much of our private land has been mapped in the agriculture zone. If the land owner believes it wise to change the use of the land to an adverse use, the Commission states adverse activities are not allowed. Chapter 23: This is the most threatening of all the chapters in the ordinance. The County can now require an expensive study on any building use or project requiring a county decision. Adverse impact means reducing the quality or increasing the net cost of schools, fire protection, water supply or vegetation, wildlife, area property values, etc. etc. If the federal government imposed such damaging restrictions as this ordinance, we would all scream "unconstitutional! We would ask our local elected officials to help county landowners. What can we do in this case? Here's to our majestic old courthouse. Garkson began telling him about our community and area and that we are in need of a third doctor. The conversation was so timely and gave such an appealing portrayal of our area, that the doctor called to see when he could come and see for himself what a good area we live in. This kind of citizen action and support for a common public goal is commendable. The visit from this second doctor was productive and meaningful. We are encouraged by the many positive comments which he and his wife made during their visit. At this time there has not been any decision made regarding one of these two doctors coming to Kanab, but the fact that they have found our ocmmunity appealing enough and are interested anough in coming to visit and to learn more about us is very encouraging, and a positive step towards our ultimate goal. Due to the efforts of this professional service, we had one candidate that came to visit Kanab, Fredonia, Order-ville- , and Glendale. The Doctor's visit was the culmination of several weeks of recruiting effort and expense by Samaritan Health' Service and the professional placement placement service personnel. During our recent holiday a neat thing happened which helped me to realize how much impact an individual citizen can have in helping us to recruit a Physician for our area. On Thanksgiving morning I received a call from a doctor in California who had just been talking with one of our local citizens who was there on vacation. During their discussion the doctor said he was looking for a different environment in which to raise his family and to practice medicine. The man from Kanab fllftlNKMVffeGWeoRMUSfKNaO A. Kent M. Aland Administrator, Kane County Hospital met Nov. 23 with Gov. Scott Matheson, key lawmakers, Utah Agriculture Commissioner Steven Gillmor, and legal counsel to urge the governor and the lawmakers to help find a legislative solution to the rate problem. They suggested seven possible avenues of relief which the legislature could take, with first priority given to directing the PSC to order UP&L to adopt the time of day pricing schedule proposed by Farm Bureau. The PSC could also be directed to implement interruptible power rates which would allow a reduced rate for irrigators. The PSC should have to consider the economic wellbeing of the state in granting rate increases, the governor was told, and the legislature can specify the methodology for rate making which the PSC must use. Farm Bureau also asked that agriculture be represented on the Committee of Consumer Services, which watchdogs rate increases on behalf of consumers, and that a special assistant Attorney General be hired to represent agriculture at rate hearings. The Committees legal counsel, Ray Gee, also said that he demand charge levied on pumpers by UP&L should be eliminated as a separate item in the rate schedule. As a . last resort, temporary relief might be given in the form of direct grants or assistance, Gee said. The governor and House Speaker Norman Bangerter agreed on the seriousness of the problem and requested Farm Bureau to prepare a formalized proposal to them for consideration by the executive branch and the legislative leadership. Dont Make Courthouse the Past by Danell Pehrson LET IT STAND "Dont make the old courthouse a page from the past. The last two months there have been many changes in Kanab. Progress is taking its toll. We need to step back and take a look at our town. We need to keep our quaint original beauty. One way we can do this is to save the Old Kane County Courthouse. What can we use the courthouse for? 1. An art center, exhibiting and performing arts. 2. Community center, meeting rooms for clubs and organizations. Chamber of Commerce. Genealogical Library Museum to preserve our historical heritage and' artifacts. 6. Rental of offices, such as law, title company, Utah Travel Council offices, etc. Where will the money come from? Private individuals are ready to contribute; donated money and labor can do very much. Upkeep after repairs can be financed by rental of some office space. The building itself is basically sound and can serve the people for many more years, at much less expense than the cost of a new building of comparable space and size. Inspection has shown the foundation to be sound. The removal of this lovely old public building would deprive present and future generations of this irreplaceable portion of our heritage. Are we going to be like many other small towns and lose our uniqueness? Are we willing to make Kanab a place to remember? A place people will come to see not only because of our national parks but because of the town itself. Do you remember a special place of beauty? One that you would like to revisit?
