Council City met at 7:30 to review and sign demands. Council members present were Mayor Harris, Tony Judd, Don Mackelprang and Dixie Judd. Charlie Glaspie was out of town on job commitments. Meeting was called to order at 8:00 and the minutes were read and approved. Guests were Hazel Honey, Dave Cameron, Dee Lewis, Mike Miles, Max Burrows, Fae Lynn Baron, Harold Mace and Lee Dalton. Mike Miles of Northern Arizona Gas told of the problems caused when his plant was inspected by the fire chief and David Dale. The two major problems were that it was in a residential area and the lot was too small. This tank was installed in 1960 according to code and the company had planned improvements to bring up safety The standards. Dept, of Emergency Services gave them a cease and desist order effective in 30 days and dated March 29, 1982. Mr. Miles felt that the town should trade them land if they have to move tank as they were there first. Mr. Shumway explained that the zoning had nothing to do with the problem-- it was the safety factor involved that caused the problem. use is valid until a outconsideration safety weighs it. It was suggested that Mr. Miles trade land with private individual as the town is not in this type of business. He explained that he felt that since the problem was caused by Mr. Dalton of the Town that Fredonia should help out. It was explained that Mr. Dalton is the volunteer fire chief and not an official of the town. It was the consensus of the group that these problems should have been worked out with the council first as these things take time and money, and we should work together and cooperate with each other. The same is true of the situation at the school. It is the recommendation of the fire department, said Mr. Dalton, that the tank be moved but zoning should be considered so that this problem does not arise again. Mr. Miles requested that it might be possible for the State Fire Marshal or the Director of Emergency Services to meet with the fire chief and see what can be done to make this area safe without the tank. Harold Mace of the Senior Citizens volunteered his services and the aid of others in the group to get the water into the trailer. The water is to the trailer but there are several leaks in the trailer itself which need to be repaired. Harold will get with Bob Lathim. Ivan Goodall, representative to the regional planning council for the senior citizens, told of some of the problems that they are having concerning community services. He feels that the council should check out these problems before they donate to the group for a cook. Mr. Goodall showed a map of Coconino County and Fredonia is not even shown. Also, most of the community services employees are in Flagstaff. He has asked for an itemized statement of the costs of the Senior Citizen program in Fredonia and has not been able to receive one. There was much discussion that followed. It was decided that the supervisor should be informed of the problems. The Mayor said that we appreciate Hazel and the fine work she is doing and the support that the Senior Citizens are giving her. Lee Dalton reported on the testing of the fire hydrants and how happy he was with the results and how good the water pressure is in most areas. He suggested that subdivisions be required to mains to assure put in enough water pressure. ee Dalton Ordinance questioned the ordinance on the use of the fire truck out of town. The ordinance was amended to say that any state owned fire vehicle while provided to the Town of Fredonia may go to any fire where it is reasonable and necessary even though more than one mile out of town. Tony made a motion to amend as above, seconded by Bob Harris, with all council in favor. Lee reported that Bob Lathim suggested sliding the ' fire hose under the swimming 23-L- Youve heard that old poem about being thankful that cows dont fly? How about a 14 x 14 foot metal shed that flying building? This is all thats left of Walter Cluffs went for a ride on a dust devil in the Ranchos Monday afternoon. According to Joe Judd, who was in his yard about Vi mile away, the shed was lifted straight up to about 50 feet in the air, stayed intact until it hit the ground and then disintegrated as it was lifted up again. Kanab. Lee will meet with Bob. If sliding the hose under the fence wont work, is it OK to go to Kanab. Mr. Dalton will have the Kanab Fire Truck on standby. Dee Lewis asked the council to adopt an ordinance for the Town Park to control animals in the park. This should probably also include bikes and motorcycles. Ordinance a permanent Moratorium on the construction of improvements in the Kanab Creek Floodway. Joe Judd said the noise was ferocious. There was a discussion on the problems and Mr. Shumway suggested a meeting within the next two weeks with the principals involved and which he will set up. Thq estimates of worth and the like will need to be checked out. There needs to be figures to start with. Construction-T- he Street big trucks are using the side streets and they are suffering much damage. The council asked Mr. Shumway to draw up an ordinance on a weight limit on the side streets. Bob Harris has received as Mayor, letters from Senator Goldwater, Senator Hatch, Congressman Laxalt,- Senator DeConcini, Senator Jake Gam and the Deputy Director of the Department of the Interior concerning the North Rim Road opening. Tony Judd has asked that the Marshals position be The salary should run between $16,000 and $18,000 depending on qualifications. There was a discussion on Danny Bullets and Tony Judd made a motion to raise his salary SI. 00 per hour retroactive to January 1, 1982. Seconded by Don Mackelprang, with all present council in favor. Dave Cameron reported that the radio in the white Ford is no good. Tony Judd made a motion to get bids for a new radio, seconded by Don Mackelprang, with all in favor. Bill Canning is requesting an agreemnt for the Kane County Ambulance to use the local police frequency on the radio in their ambulance for use in this area. This was OKed. There was a discussion on leasing cars for the police dept. Dave Cameron will check into this and report back to the council. Don Mackelprang reported that there is a problem with the water hookup on the Arrow RV Park and the Bean Bam House. There will need to be a meter on both of these entities as there cannot be two users on the same meter. Matheson signed the proclamation declaring May 2-- 1982, as Utahs of spouse abuse, and an of all unprecedented 78 suicides are alcohol related. Claudia Black, M.S.W. and author of the book My Dad Loves Me - He Has a Disease, will be present for the signing of the declaration. Ms. Black, an international figure, recently returned from Europe where she lectured at several universities and appeared on various TV shows. She indicates that the most serious problem we have with alcohol abuse is the children throughout our nation who are adversely affected because someone close to them drinks too much. Close to 28 million children's lives are impaired because of this most serious problem. Ms Black says: We must begin to recognize and take steps toward correcting this situation which is one of the most preventable problems we have, yet it continues to go unchecked by the majority of social services and health organizations." 70 the Governors Alcohol Awareness Family Week.
