She cited the decision made behind closed doors in caucus to throw out the governors budget in favor of working from the 1980-8base as one w ay the Republicans avoided tough programmatic decisions, opting instead for arbitrary and often cuts in unfair education, public assistance, medicaid, and other state programs. Republican legislators were also characterized as "careless and nonchallant in their approach to important legislation. "Passage of the wrong version of the State Fireworks Act and the ineptly written state of th legislature was its rejection of the comprehensive severance tax policy and the refusal to even consider other vital components of a growth management strategy. Convention delegates were told the failures of the recent session emphasize more than ever the need of the Democratic Party to organize itself and regain control. The Committee for a Democratic Legislature was formed in 1978 to provide research, campaign, and fund raising assistance to Democratic legislative candidates. The Fredonia Town Council met in a regular session May 5, with all members present. Guests present were Abram H. Arollo and Leslie A. Bond, from the State of Arizona Department of Water Resources; Abram representing the state as State flood insurance coordinator in planning and administration, and Bond as Supervisory Hydroloflood meagist, sures. Also present was Dale R. Peterson, Federal Emergency Management Agency, Division of Insurance and Mitigation. The abovementioned men are all from Phoenix. They were in Fredonia to meet with the council to explain the recent flood plan study and to answer questions. Mr. Peterson showed the most recent flood plan map for the Fredonia area. It differs quite largely from the older study. There are possibly three homes in the flood plain now. Several homeowners had to have flood insurance to obtain a home loan in the past. Some of these homes are now considered to be out of the flood plain area. The Flood Insurance Study was done at the expense of the government and covers the Kanab Creek and Pops Wash. The Kanab Creek Ranchos crossing was discussed. It is felt this crossing could be a hazard to Fredonia when one of those larger floods happen. This will be studied. The flood study will help the town decide on future growth. It will also lower the cost to some homeowners who were required to get flood insurance. Grant Money - The town will be getting $125,000 in grants from the government and state to be used on the water lines from the source to the storage tanks. A motion was made and passed to endorse the E.D.A. 404 loan (state money) and authorize Mayor Harris or Don Mackel-pran- g for signing contracts and accepting the grants. A letter will be written asking that those concerned come to Fredonia instead. Fire Truck - Kaibab Industries has gsked to use the Ford fire truck that is now at Tour West in storage. They will form a fire staff, who will be sole users of the truck. They will maintain and furnish a garage for the vehicle.
