May judges, mayors, sheriffs, school board members, county commissioners, presidents, senators, and every government official feel the uneasy pressure of an observing, imperfect public whenever a reporter is present. A same violation of agency regulations and federal law that the BLM has committed in regards to uranium exploration on BLM lands located in Rio Arriba County, New Dear Sir. am writing as chairman of la Raza Unida Party, Rio Arriba County, New Mexico, to express La Raza Unidas deep concern about the manner in w hich the Bureau of l and Management is allowing uranium mining to be conducted around the area of the kaibab Paiute Indian Reservation in Arizona. This letter is prompted by concerns expressed to us at a recent rally held at Hopewell Lake, New Mexico by several members of the Kaibab Paiute ribe and by the fact that the Bureau of Land Management in New Mexico has allowed uranium exploration to occur in Rio Arriba County, New Mexico in the same illegal manner as your office has allowed it to occur in Arizona. It is our understanding that BLM land has been used for uranium exploration in northern Arizona for over five years and that your agency never prepared an Environmental Impact Statement on the proposed uranium exploration before allowing it to occur. Furthermore, we have been told that your agency failed to allow any imput by the local public concerning this project and failed to provide any information to the general public or the Paiute Tribe about the project despite the requirements of the National Environmental Policy Act of and your own agency regulations issued as a result of that congressional act. We have also been told that the BLM has agreed to allow BLM land to be used for actual uranium mining without first preparing a complete environmental impact statement. It was the same kind of law less activity by the BLM in New Mexico which led La Raza Unida Party and twenty-fiv- e residents of Rio Arriba County to file a federal lawsuit against the Bureau of Land Management, the United States National Forest Service and other parties. From the information provided us, it seems that the BLM is continuing this kind of deceitful activity in the 1970s and 1980s. There is a new group, at least to me, that is concerned with the problems of overeating. Its called Overeaters Anonymous. And like AA, it is an organization designed to help anyone who has a problem with compulsive eating. Because of the extensive uranium exploration and mining that is being allowed on BLM and Forest Service land in northern Arizona and northern New Mexico in violation of federal law, La Raza Unida is now considering an amendment to our lawsuit which would seek a halt to all uranium drilling or mining in this area until such time as a regional Environmental Impact Statement is prepared which would assess the potential impacts on the water and air and upon the unique native cultures of the area which will inevitably result from uranium development. We look forward to hearing from you immediately on this issue and ask that you send us any environmental analysis conducted by your agency or any other federal agency regarding uranium explorr-tioand or mining around the n Development The Bureau of Land Man- agement has scheduled a public meeting in conjunction with an environmental assessment being prepared on a proposed ski development on Black Mountain southeast of Cedar City. Engen Mountain Development Corporation of Cedar City proposes to develop the resort in an area between Woods Ranch and the summit of Black Mountain. The development would involve 320 acres of public land in addition to private lands and lands owned by Southern Utah State College and Utah State University.
