Lake March through June and through October are the two best periods to hike, Leavitt indicates, because water temperatures and weather conditions are most favorable. July are through most dangerous because flash floods are prevalent then. Hikers seeking solitude' Hiking Paria Canyon can be challenging and rewarding, but should be undertaken only during the proper season by those in good physical condition who are properly equipped. Never hike alone and leave your itenerary with a friend, warns Leavitt. For the hiker's protection, a free permit is required. Since storms in the headwaters far upstream can create flooding potential without the Paria hiker being aware of the danger, permits are issued no more than 24 hours in advance of departure. Proposals to increase wilderness areas of the National Monuments and Parks in the area have left local residents with the same strong feelings of hopelessness and resentment. Development of the present access roads into the country have brought travelers, and this, in turn, has become the major source of income for local business men. Limit that access and utility and it will limit or destroy the economic viability of the entire southern Utah area. Would the Federal Government like us all on welfare or C.E.T.A. programs so government can get the extra help they always seem to need at government expense. Many local people are beginning to wonder who they expect to pay the income tax to (Dead Line April 16) conquered through effort, three-quarte- fund such programs with the economy destroyed by controls. Maybe federal employees could pay enough tax, since it is entirely possible they could become the only employees left in this area. Local people are becoming highly resentful of other aspects of continuing federal studies and controls.
