There is compelling evidence now that smoking causes coronary artery disease, chronic pulmonary disease such as emphysema and bronchitis, and various types of cancer. The report shows conclusively that when a smoker quits, his chances of acquiring diseases resmoking-relate- d turn to the rates of within 10 years. The statistics arent as good for the heavy smoker-- a person who consumes more than two packs a day. Dr. Holbrook is concerned that the percentage of smoking teenagers is increasing, while the rate for adults has fallen. I think that ought to be changed so that the committee membership is reflected proportionally by the total Members of Congress from both parties, rather than a standing arbitrary rule. Serving So. Utah Commercial and Residential Construction House needs to eliminate some of the to give more control and power to fewer committees. The number of committees that a Member serves on should be kept to a minimum; probably no more than two subcommittees. Also, committees should reflect a proportional membership in my opinion. If the person is going to cast a vote in a committee, he ought to be there to hear the arguments for and against an issue. As it is with proxy voting, he can spend his time some place else and allow his vote to be cast by a colleague on the same committee. In a way that makes it meaningless for those of us who spend time at the hearings. With proxy voting, we give the chairman or some other Member the right to vote us down on every issue with the votes of people who took no part in the discussion. 5. DUAL JURISDICTION. When the House passed the Vitro bill, there were two committees involved,, and it was very cumbersome to get it through trying to satisfy Members of both committees. We almost lost the bill because of the dual system. It should be drastically reduced or eliminated altogether. There are many other reforms that need to be addressed, and I will get to those at another time. But even if we begin in those areas I have described, we will bring Congress into modern times and make it a much more efficient body working to benefit the people of Utah and the country at large.
