Show Page Three March 30, 1978 THE of the Packwood-Moyniha- n Tuition Tax Credit Act has been voted out of the Senate Finance Committee, and may soon go to the floor of the Senate and the House. The sponsors of this legislation, most notably Senator Moyni-hain his recent Washington Post article have raised specious and misleading arguments in its support. There has been a vast amount of public misinformation about this extremely significant bill. The voice of parents whose children will be hurt by this legislation has not been heard. Tuition tax credit legislation directly threatens the education of the vast majority of American school children. Ninety percent of American school children attend public schools. The estimated cost of the PackwoodMoynihan Tuition Tax Credit Act is $4.7 billion in 1980. Of this figure, approximately $2.5 billion would go to the support of private elementary and secondary education. This amounts to 50 percent of the entire federal funds for n elementary and secondary education, in other words, the equivalent of 50 percent of the entire amount which is spread over the 90 percent of children who attend public schools would be paid as a federal subsidy to those 10 percent of parents who send their children to private schools. The tone of some arguments that have been raised in this debate has been unfortunate. The facile rejection of public education as a "state monopoly or a "public monolith" seems ludicrous in the face of 16,000 independent and school boards. The demand that a small minority be lavishly rewarded for not using the free, public education that has been considered to be an American birthright has no legitimate place in Mary Johnson and two boys went to Pocatello, Idaho this past week to attend a funeral of a close friend. After returning home, Jeff s former mission president and wife, Mr. and Mrs. Lloyd Mickle-soof Idaho Falls, visited w ith the Johnsons for a couple of days. The suggestion of one of the bills sponsors that "public schools should begin to charge tuition" shows how extreme and distorted the arguments on behalf of tuition tax credits have become.
