These new regulations will help stop systematic robbery' of their resources by those few who knowingly violate the rules governing their use. Activities prohibited on public lands include: removing or defacing archaeological or historical specimens; unauthorized removal of trees, shrubs, or cacti for commercial purposes; and chasing wildlife or livestock with motorized vehicles. BLM can close public lands to protect the public safety or the environment or to conduct scientific studies. The regulations also permit emergency closures to prevent destruction of plant life and wildlife habitat. The new regulations impose the same penalties for violations of closure orders. No areas in Arizona face immediate closure, Mr. Buffington noted. The regulations specifying rules of conduct on public lands have been in effect since June 13, 1970 as Parts representatives.
