This legwould islation legalize secondary boycotts in the construction industry, aprac tlce made illegal by the pasAct sage of the in 1947 and the Landrum-Griff- ln Act of 1959. This change would permit a union to close down an entire construction project because of a dispute with one subcontractor even though the other subcontractors were not involved in the dispute. It could even permit a construction union to close an industrial plant by enlisting a sympathy strike from a plants unionized employees. The building trades unions contend that legalizing common situs picketing would give them the same rights industrial unions now have in pressing job grievances. They have been denied the coercive tactic since the U.S. Supreme Court ruled in 1951 that involvement of neutral companies in a labor dispute amounted to an illegal secondary bbycott. Organized labor has, in recent years, Intensified its campaign to legalize common site picketing because of growing concern over the increasing use of labor in the a Construction industry, trend encouraged by high wage scales and work rules in the building trade unions. In other words, this bill is a carefully conceived mechanism to grant total control of Americas largest industry, construction, and total control over all that industrys employees to the Building and Construction Trades Department of the AFL-CIWhat is of grave concern to me is that the push for this legislation is not coming from the people, but from Taft-Hartl- ey non-uni- on O. A recent union officials. independent survey shows that only 12 of tne public including just 30 of the members of union families favor the legislation of common situs picketing. What is equally alarming is the effect this legislation will have not only on the business community but on the workers in whose name the bill is being advocated. Unemployment is higher among the building trades than virtually any other occupation. Part of the reasons is that the high cost of construction in recent years has priced many people out of the market. Yet by using this measure, the unions will further increase construction costs which will Inevitably lead to Increased unemployment in the building trades. This measure could severely damage economic recovery, and could be disastrous to organized labor as well as the rest of the nation. The issue of common situs picketing in the construction industry has been debated in the courts and in the Congress for over a quarter of a century. The prohibition against common situs picketing has stood the test of time, the majority of the American people do not want the legislation, and it should not become law. House of Representatives, after the 1980 Census of Population is taken. This was the conclusion reached by Utah Foundation, the private research organization, in a study of population trends, Utahs present allocation of two congressional seats is based on the 1970 census count. Since 1970, however, Utah has been growing at a much faster rate than the rest of the nation. Between 1970 and 1976, the population growth in Utah has averaged 2.47o per year, compared with a growth rate of only 0.9 per year for the nation as a whole. According to the Foundation analysis, this rapid growth in the state is attributed to three major factors a high birth rate, a low death rate, and substantial Utahs birth rate currently is highest in the nation; the death rate is well below the national average; and net accounted for 35,000 new residents since 1970. Following the 1970Census of Population, the basis of apportioning the U. S. House of Representatives was one representative for every 468,088 persons in the population. With a total apportionment population ( residents plus qualified individuals living abroad) of 1,067, 810, Utah was represented by one Congressman for every 533,905 persons.Since tills ration was about 15 above the average for the nation, Utah has been slightly underrepresented in Congress based on thel970cen-su- s count. Foundation analysts project that Utah should have a resident population of 1,342, 000 in 1980 when the next census is taken. The resident population of the U.S. (excluding the District of Columbia which Is not part of the apportionment), on the other hand, will reach 221, 107,000, if present trends are continued. Based on these projections, one congressional seat will be alloted for every 508, 300 persons residing In the fifty states. Utah with a resident popuprojected lation of 1,342,000 probably would be entitled to three representatives. These figures could be altered slightly by the addition of qualified persons living abroad who are included in the allocation count. Present Federal law calls for an automatic reapportion ment of Congress following each decennial census. Representation in Congress is assigned so that the average population per representative has the least possible relative variation between one state and any other. Congressional seats for the 1982 general election will be allocated according to the 1980 Census results. Alma has had that spirit of adventure and fun since his early child hood days in Kanab and the article mentions his early beginnings along these lines. It tells of Alma bringing in a couple of busloads of people to his basement and backyard, for an experiment in fun, and he keeps everybody busy doing just that. Almas activities in social recreation and just plain hav ing fun have brought him to his present position as director of social recreation at Brigham YoungUniversity in Provo, and also have brought him national recognition. It is wicked minds that conceive and carry out this kind of abomination, to the detriment of all of us. The other article, written by Zeke Scher, and appearing In the Empire Magazine of the Denver Post, is titled Rock of Colorful The Brown, Green and Black. The well-writt- en tells about "Kanab article Wonder-ston- e, the colorful picture rock that was discovered east of Kanab about 10 years ago, and has since been parlayed into a real going business. Along with the article are several pictures, three in full color, showing the unique picture stone. Mr. Scher states, Brilliance of the rock had been concealed for 70 million years since it was formed by sand, wind and slowly moving mineral waters. Most local residents know part of the story of Kanab Wonderstone, but even to them, the article by Mr. Scher would be interesting and would likely give them some unknown facts about the colorful rock. The finding of the stone initially is interesting, Rex Brown was rabbit hunting one day about 10 years ago when he came across a colorful piece of rock that had broken off a ledge. He took it home, had it cut and discovered its beauty. Later he and a friend, Vernon Black went to the site to chisel off a larger piece. The chisels werepoundedintothe boulder and within 20 minutes they popped it open. I didnt say anything and neither did Vernon, recalls Brown. My chin Just dropped down to my chest.
