Moss and Jake Gam last week expressed deep dissatisfaction with the Administrations announcement of a modification of the Executive Order on Predator Control, limiting the use of sodium cyanide on federal lands as a means of predator control. It is regrettable that the President chose to Ignore the plight of the woolgrowers and sheepmen of the nation. I had hoped that any change adopted at this point would recognize reality and grant the possibility tor relief that is needed so badly, Senator Gam said. "Although the Presidents action amounts to nothing more than a technical change; it just about forecloses any possibility of developments with other toxicants such as strychnine. Senator Moss stated: "While I have argued for humane treatment of predators wherever possible, and while I have opposed random and uncontrolled use of chemicals which indiscriminately Inflict death or pain on other wildlife species, I, nevertheless, believe the economic realities of ranching and farming in Utah require an effective program of predator control. Moss said the policy announced by the President contains so many exceptions to the use of sodium cyanide, that foi a state such as Utah, the exceptions swallow up the very intent of the remedial action. Gam concluded, "In the face of the logic of the situation, with the crying need in the field and with the evidence that other chemicals can be used safely and effectively, 1 am sorry the President chose this course of action. I know that pressure Is heavy, but this ruling emphasizes the need to get these decisions out of the political arena of the White House. As a frequent visitor to your community, may I suggest that a private golf club be organized. The guests at Parry Lodge might be offered course privileges upon payment of a greens fee. Operators of other motels in the community might have commercial memberships upon payment of a substantial mem. bershlp fee whereupon their guests could also have course privileges upon payment of the greens fee. Individuals who join would pay membership fees, and all members, private and commercial would pay monthly dues. The cost to each golfer would undoubtedly be greater than it would in a municipally operated club, but the city tax base would be enlarged; the people who want to play golf would pay their way and those who are not interested would not have to foot the bill via city taxes. The program, approved by the State of Nevada, included a new 750-fosmoke stack, a new acid plant, a fugitive program, and a willingness to suspend operation during stagnant weather conditions. EPA has the final say on such matters, however, and the bureaucrats rejected the plan even though it was almost totally installed, and even though air quality standards were already being met When EPA finally revealed its own plan, all ol the Kennecott plan was included, plus a more stringent requirement in the future (for which there is no available technology) and, according to Mr Milliken, ,in open dexir to impose additional emission nntrols at any time. l ilies, EPA backs off, which is highly un likely, Kennecott plans to close its Nevada Mines Division, Layoffs began on February 8 and the smelter will continue i. Now that the hysteria has died down and the complaints about the program have zoomed up, the legislators have reassessed their program and are about to scrap it. However, federal Environmental Protection Agency officials have stepped in, and EPA Regional Administrator Paul DeFalco has threatened disruptive measures to control automobile travel, if the emissions control program is killed.
