This weeks review is of Proposition No. 3: Removal and Mandatory Retirement of Judbe-te- ges. The Legislature may provide uniform standards for mandatory retirement and removal of judges from office. Legislation implementing this section shall be applicable only to the con- duct occurring subsequent to the effective date of such legislation. Any determination requiring the retirement of removal of a judge from office shall be subject to review, as to both law and facts, by the Supreme Court. To add Section 28 to Article VIII requires a majority of those voting on it To become effective on approval. FOR 1. District and supreme court to judges usually are office without much opposition. The people exercise little control over them. Without compulsory retirement, some elderly judges may hold their position without doing their work, causing delays for litigants or heavy burdens upon other judges. 2. Sometimes judges are incompetent or unethical and ne glect their duty. When the Legislature is not in session there is no one to whom to complain. A special Commission on Judicial Qualifications similar to Californias needs to be established. AGAINST 1. It will destroy the independence of the judic'ary. Independence should be maintained so the courts will decide cases to the law, not according to the passions of the mo- ment. 2. Judges can already be removed for cause, with due notice, upon the roll call vote of 23 of the membership of each house of the Utah Legislature. And, whenever a judge absents himself from the state for over 90 days, he may be removed from office automatically. Library's Summer Program Successful The summer reading prr gram, which is suggested by the State Library Board and sponsored by the Kanab Library Board, was very successful this summer, with Gay Judd reading 48 books and McKay Chamberlain and Kathryn Bcesley as runners up. All received certificates of merit. The reading program will be held again next summer with some added attractions. Sol SolDer Sn. Wallace F. Bennett, today urged the National Park Service to make funds available this winter for snow remeval on the highway from to the Brian Head Ski Area cast of Cedar City. Sen. Bennett said, The Park Service has indicated to officials in Cadar City that funds might not be available this winter as in other years to reimburse the Utah Highway Department for snow removal on the portion of the highway within Cedar Breaks National Monument.
