Recently, however, there has been a disquieting development that could disrupt this orderly march of legislation from proposition to law. The minority leader of the Senate, Everett McKinley Dirksen of Illinois, took the position in the closing hours of the last session of Congress that a measure reported by an appropriate committee of the Senate should not be allowed to come to a vote. It was the first time a leader of either party had ever led a filibuster. Because of the anxiety of Congress for a quick adjournment after a long and fruitful session, Senator DirksenS filibuster prevailed. The Illinois ' Republican has promised a renewal oft his filibuster when Congress returns. He has already announced that he intends to deprive the Senate of its essential right and duty to vote on an issue one way . or another. Senator Dirksen made his stand on the issue of repeal of Section 14(b) ofthe Taft- Hartley Act which permits states to enact right-to-wor- k laws which hamper labor union organization and effectiveness. Nineteen states, most of them in the agricultural South and Southwest, have such laws Before Senator. Dirksen started his filibuster, it seemed that the Senate was ready to look at the issue and vote.
