Doxey acknowledged the need for some sort of odor control for Circle Four hog farms. "The [Iron] county staff has gone and toured Circle Four farms," Doxey said. ·we have smelled the odor.· Doxey said that the odor from the farm in Milford trareled as far as 12 miles away on a routine oasis, and that it has been verified that the property value in Milford has gone down considerably since Circle Four farms brought the hog farms in. Doxey said that Circle Four farms had promised that the odor would be contained when they applied to put the hog farms in Beaver County, and that if anything, the smell was only getting worse. According to Dennis Frederick, Circle Four farms has been committed to groundwater quality and is using the best technology available to control the hog waste problems as they relate to groundwater, but that the Department of Environmental Quality, under state law, has no ability to regulate the odor coming from the farm. VVhen asked by a resident of Iron county to define exactly what the best available technology is, Frederick said "The best technology available.. .is whatever is equivalent lQ what is being used in other states to deal with the same problem." Eric Jacobsen. developer of environmental programs for Circle Four farms, said that Circle Four farms will soon begin testing a new waste lagoon cover on a site in Beaver County. "Previous studies have shown that this liner can reduce odor by as much as 90 percent,· Jacobsen said. VVhen asked by Doxey why covers have hot been implemented before this, Jacobsen said that the covers are a relatively new technology that have only been out for about a year. · Doxey's recommendation for the modification of the conditional use permit consisted of two modifications. The first suggested modification required Circle Four farms to submit all odor abatement plans and other programs dealing with odor abatement to the office of the Iron County Planning Commission within a week. The second suggested modific~tion required Circle Four farms to draft up a new odor abatement plan within six months, and to also supply scientific studies that document why the current odor abatement plan is not working. If these mandates were not met, Circle Four farms would be at risk of having its conditional use permit revoked. Both were adopted by the planning commission in a unanimous vote. Also currently under consideration by the planning commission is a new ordinance that would create industrial agricultural zoning and modify current agricultural zone operations. Reed Erickson.
