The percentage of respondents saying they favor Salt Lake City hosting the Games rose to 61 percent in a poll taken by Dan Jones &. Associates Jan. 8-10. That's up significantly from late in the summer, when just 53 percerit of those polled said they favored hosting the Games, according to the Deseret News, which commissioned both polls. The latest polf was reported in yestyerday's edition of the newspaper. Welch resigned in midsummer after pleading no contest to a spousal abuse charge. A resolution saying as much sailed through a committee and passed the House without a negative vote during the first week of the 1998 general session. UTAH JUDGES SAY TOBACCO COURT NEEDED FOR JUVENILES: Utah judges fed up with underage smoking say the state should be the first to create special tobacco courts. "Tobacco offenses are basically not enforced; they are not being dealt with as serious violations of the law," said 3rd District Juvenile Court Judge Joseph W. Anderson, architect of the t0bacco court concept endorsed last week by the state's Judicial Council. Underage smoking is serious, he insists, not only because it violates the law but also because of evidence that tobacco is a "gate way drug" as well as a long-term health threat to the young. With a caseload topping 10,000 citations each year, the state's juvenile court system cannot spend much time on t0l>acco abuse enforcement and prevention, he said.
