Ten of the 14 committee members voted to send to the House the bill which would require all four state NCAA Division I universities to play each other in basketball on a home-and-home basis every other year. Members of the Rural Utah Sports Alliance and a contingent of SUU students made a solid presentation to the committee. The group consisted of RUSA President Vaughn McDonald of St. George, board members Joe Gubler and Art Challis of Cedar City, several SUU students and the bill's author, Rep. Bud Bowman IRCedar City). Prior to the final vote, Committee Chair Beverly Evans (RAltamont) asked the bill's supporters to stand and the committee appeared very impres ed with the turnout. McDonald and Bowman presented the opening presentation to the committee. Bowman opened by offering a number of financial reasons why the bill should be passed. "In-state schools would increase their revenues if they played each other every year," he said. "The University of Utah, Weber State, Utah State and Southern Utah would see an increase of $60,000 a year in ticket tosts. It would also cut expenses by reducing travel costs." Bowman noted that other tates, including Idaho, Colorado and Montana, have adopted a similar policy on their own and New M xico has recently passed legislation similar to the one proposed in Utah. McDonald told legislators that.the time Vaughn McDonald has come for such a measure. "lam tired and highly agitated by the discrimination by the state's larger institutions against Southern Utah," said McDonald. "Southern Utah has proven itself to be a highly c mpetitive Division I school, and the citizens of southern Utah deserve better." Repre entatives of the University of Utah voiced the only oppo ition to the bill to the c mmittcc. U f U Vice President Ted Capener and Athleti Director Chri Hill presented ppo ing argument to th e bill. The pair thought it inappropriate for any legi lative body to do their chool' sch du ling for them. till, Capener admitted the in- tatc match up would not b all bad. "We probably hould [play SUUI," he aid. "I just don' t think we hould b forced to." Hill said the U w uld also rather play it three non-conference game in place like California where recruiting is b tter. Following the 9 to 4 vote rejection of a proposed amendment to the bill that would have changed the frequency of the games to once every two years, the mea ure r ccived ome comment for committee members, notably Keele Johnson IR-Blanding). "I think the University of Utah is out of line in not considering this," he aid. "You wouldn't have the U of U without taxpayer money, so why shouldn't the taxpayers' representatives decide this matter?" On that note, the committee voted to send the measure to the floor of the House_According to SUU Vice President for University Affairs Michael D . Richards, there are at least SO bills ahead of 176 and it will be "late next week, at the earliest, before the House will con ider it." If passed by the Hou e, a Senate Committee will consider the bill before it may be sent to the floor of the Senate. Bowman was adamant about bis resolve and the resolve of RUSA to see the legislation enacted . "The Rural Utah Sports Alliance will not give up its fight to get this bill passed," he said. "We are planning a major advertising campaign in 1995 and years to come." SUU has played Weber State several times in basketball, and this year marked its first contest with Utah State. lt has never faced Utah. BYU, the state's other Division I team, is a private school. |
