Syndicated, 1980 As Americans of all parties and persuasions look on aghast at their economy plunging into chaos and at their foreign relations suffering one crisis after another, it is perhaps a good time to remind ourselves that such difficulties are not without precendent in our history. Nor was a solution altogether lacking. The year is 1781, and the scene is the American Revolution which was very close to being lost. In that year, the British army was kicking the American army all over the countryside, Benedict Arnold had just been exposed as a traitor, and so much continental currency had been printed that if was virtually worthless and had ceased to circulate as a medium of exchange. Congress and the state had governments exhausted their sources of revenue to conduct the war. Large segments of the population including some political leaders were ready to abandon the cause and seek some accommodation with the British to end the revolution. At that point a man named Robert Morris assumed the position of Secretary of Finance. His achievements did as much to assure the success of the American Revolution as any action on the battlefield. Political leaders today can learn an important lesson from the of statesmanship Robert Morris in this chaotic period of our history. Morris major objective in this critical period was to balance the budget. Most of the reforms that he introduced were designed to achieve this objective. He substantially reduced the the government eliminating bureaucracy; some departments and size of consolidating others into his own department. Federal officials were held ac- countable for receipts and to eliminate expenditures in graft public office. Government contracts were opened up to competitive bidding. A wide range of government regulations were abolished including controls over prices and profits, licensing law's that created bargoes monopolies, and other rest rid ions Morris abolished the legal tender laws that coerced private citizens into and fiscal institutions introduced later under the constitution. In retrospect it is amazing that one man could have such an impact, especially in the face of such incredible odds. Morris encountered great opposition to his ac- worthless paper currency printed by the cepting federal government. Limited supplies of new notes were issued that were freely convertible into precious metal. Morris took great pains to assure that these reforms the federal obligations government were redeemed in precious metal when they matured. He'placed not only the resources of the federal government but also his own of private resources behind these notes. They were not to depreciate and federal officials were forbidden to purchase goods and services with these notes at anything above the specie or precious metal price. Morris honored all of the debts incurred by his administration leaving a small surplus m the Treasury when he resigned In a short period of time these reforms brought a country with a worthless permitted currency and Americans would successfully carry on the revolution and establish a free society if the federal government would put its own affairs in order and allow the free enterprise system to function. The problems facing the U.S. today are not so unlike those encountered by Robert bankrupt government to a point of solvency. Morris policies enabled the country to bring the war to a successful em- conclusion and laid the trade foundation for the monetary from especially politicians who had a vested interest in maintaining the status quo.
