Numerous news stories quoted Secretary of Defense Cyrus, R. Vanoe as saying at toe Southern Governors Conference at Sea Island, Georgia, that draftees will not be used in Vietnam unless the situation Turns for the worse. Secretary Vance was addressing himself solely to the additional temporary Army units being organized as a result of toe Vietnam situation. These consist of one temporary division force and three brigade forces being formed as a part of the strategic reserve in toe United States. They will replace units which have been ordered from the United States to Vietnam. 'In discussing these new units. Secretary Vance said he hoped it would not be necessary to send them to Vietnam. "He did not say that no draftees would be sent to Viet Nam. Draftees are serving in Vietnam today and will continue to serve there in the future. There has been no change to this policy.
