Travis Seifers, BrandenGrlf- rs ar humid weekend In June, 110 representatives of the nation's small -- business community met In Washington to draw up an agenda of the Issues roost affecting small business and the recommended solutions. Topping the list of small -- business concerns was the federal deficit. The delegates to the Small Business National Issues Conference declared that "spending by the federal government Is out of control." They warned that reckless spending is jeopardizing "our families and could lead to the economic and social collapse of our country and Its Institutions." They believe that the huge and growing deficit will cause the return of high Interest rates, inflation, higher unemployment and a decreasing standard of living for all Americans. The small -- business people with whom I met those four days in June were angry and On a hot, worried. Five of us carried the concerns of the delegates to the people who can do something about the deficit: We met with White House Chief of Staff James Baker; Mayor Margaret Hance, Vice chairperson of the Reagan -- Bush Committee; and Charles Manatt, chairman of the Democratic National Committee. We also testified before the Democratic Party platform committee. We delivered the strong message of the conference delegates: "The 'down -- payment proposals now before Congress are woefully inadequate. We must have dramatic action this year, not promises for the next year." Concern over the deficit Is not new to small business. When the National Federation of Independent Business polled Its members on the deficit In 1982, 70 percent of those responding favored a freeze on Increases In federal spending to reduce the dehalf-a-mllli- on ficit. actions called for by the conference delefreeze of all Fiscal 1985 spending at fiscal 1984 levels. The delegates also want future Increases to be less than the Increases In tt Consumer Price Index. Our long-ter- m recommendations for reducing the deficit Include -a balanced budget amendment, limiting federal spending to passing a lower percentage of the Gross National Product, giving the president more flexibility In his veto power (line -- Item veto) and adopting the Grace Commission recommendations for business-lik- e management of the federal government. The Small Business National Issues Conference was Important for many reasons, but most Important was the opportunity to present a united front on the matter of government red Ink. Political leaders In Washington got the message from small-busine- ss owners that we are worried about deficits and we want action now to reduce them. John Sloan, a delegate to the Small Business National Issues Conference, is President and Chief Executive Officer of the National Federation of Independent Business, representing more than half a million small -- business men and women.
