Because nursery stock was virtually no Self-Lif- e, the planting site must be ready, and the nursery stock available at the same time. How can this be when in 1981 the top income tax rate was cut from 70 percent to 50 percent? If one doesnt understand the dynamics of economic incentives and the means of creating wealth in a free market economy, one would assume that a reduction in tax rates would assuredly translate into A the Snapperizer pulverizes Then leaves for fall clean-uthere s the convenience of the Hi-V- p receive fj ee your choice Extra r, sury coffers. They do not realize that increased tax rates on individuals and businesses often cause them to produce less and, thus, pay less in taxes. While many in Wahsington see security in the supposedly predictable world of higher taxes and more government control. President Reagan has faith in the fruits of economic freedom. He believes if you aUow all Americans to retain a larger precentage of their earnings, they will manage those earnings more effectively than a handful of politicians and bureaucrats on the Potomac. Quite simply put, President Reagan believes that faith and the freedom to choose, without excessive government intervention, are the keys to economic progress. As in all other aspects of human existence, he believes the restriction of mans moral agency, his freedom to choose, results in stagnation. The UJ5. The Presidents ciitics focused on the statistic that a 25 percent reduction in the tax rate for an individual who has taxable income of $10,000, and who pays $1,000 in taxes, only resulted in a $250 tax cut. Meanwhile, a 20 percent reduction in the top rate from 70 percent to 50 percent for a person with a taxable income (after deductions) of $100,-00- 0 resulted in a tax cut of $20,-00- 0. When this $20,000$250 difference is taken out of context, it is easy to understand why Jessie Jackson and others can accuse .President Reagan of fostering a tax cut program that is a reverse Robin Hood process, taking from the poor and giving to the rich. The recent UJS. Not so. President Reagan and his supply side supporters argued that high tax rates discouraged the rich and other taxpayers from working harder and producing more. For example, why should someone work harder or put in overtime when the federal government took up to 70 percent of the extra earned income and state taxes were added on to that9 When taxpayers bumped up against the top tax rates, many simply stopped working and went fishing. In addition, instead of investing in productive businesses where their money would create jobs and also be taxed, many citizens hired their lawyers and accountants to find tax loopholes, or they socked away their money in safe, unproductive tax shelters. In light of this incentive problem, supply siders argued that in order to collect more taxes from the rich and make them more productive, the government must reduce tax rates. tax When President Reagans cut was first announced, some claimed that the President was giving the rich an unfair tax break. Unfortunately, these critics didnt take into account the incentive aspects of the President's tax cuts. f ft'i a snap with ftSrJAPPER A bills?
