The Annual Contributions Contract for 50 family Turnkey units on two sites has been approved and construction is pending final approval toy the local HUD office on sites, plans and specifications. The 19 proposals for the 300 eldelry Turnkey units to be 30-tw- 40-thre- 20-fou- 10-fiv- constructed jointly by the Housing Authority of Salt Lake City and the Housing Authority of the County of Salt Lake are being expediously evaluated by the consulting architect, Burtch Beall, the two directors, and prospective developers have now been reduced to nine and it is anticipated that other proposals will be eliminated down to four within the next two weeks. All proposals were well done and it is assured that the end result will be of great credit to the City and County of Salt Lake. The severe winter which has been encountered thus far has been a deterrent to construction, however, the developers are optimistic that they will be able to proceed at full speed in the very near future. At the request of Commissioner Jennings Phillips, Jr., Chairman of the Housing Authority of Salt Lake City, the Redevelopment Agency of Salt Lake City has made detailed studies of a nine block area within the Central City area and has made application to include this area in its program for 1973. The Redevelopment Agency will make land available to the Housing Authority for public housing in solving the critical problem of high land costs. The Program would be carried out keeping low-incom- e displacement to an absolute minimum. Another aspect of the Program would be the provision of loans and grants (subject to eligibility) for residential rehabilitation. The Housing Authority is giving serious attention to a plan whereby low interst loans could be available to citizens for housing repairs and improvement. This plan can be made possible by a close coordination with local banks and a loan guarantee program which will encourage local banks to participate in areas in which they now refrain from loaning. Funding, of course, is presently of great concern and would probably have to come from The Housing Authority, in cooperation with the Salt Lake Model Cities. City Planning and Zoning The Housing Authority of Salt Lake City looks upon the Department, ably directed by moratorium which covers Vern Jorgenson, is now making intensive studies of all potential housing subsidy programs, with sites for low-incom- e public housing under the 701 Comprehensive Planning Assistance Grant.
