Show T4 DOUBLE TAKE ment ment. For Flood ControlPlans by three proposals which take care of flood control construction for 1966 were approved like that Wednesday morning in County Commission meeting. They are 1) extension of the 4800 South storm drain line for $350,000. 2) Freeway crossings in Midvale at Sugar Street and Wasatch Street for $70,000. 3) The first and second phases of Salt Lake City Storm Drain Trunk Line at 2100 South and Foothill Blvd to 2300 East and 2100 South to Parleys Creek at $400,000. No discussion - no pros and cons at the commission meeting - they were just passed. Theres some nasty nasty skuttle-bu- tt bouncing about that plans are afoot to give John Preston Creer even less than nothing to do. When they first began giving John nothing to do, they did it in part by taking away the County Recreation Department. At the time John was being pressured by Paul Rose to transfer Roses buddy .Pers Richardson from County Purchasing to Recreation. John didnt get a chance to carry out the move. He lost recreation. John, in the series of shuffles also lost purchasing and somehow or other he andlo managed to get county licensing and behold, Pers was at the helm of licensing. pt now comes to light that the Recrea-l.ti- on Board, who got mad when John transferred Pers from Purchasing to Recreation, now has approved transfer P of Pers from Licensing to Recreation.... and why would they do a thing like that? but the move is ac- We dont know that when companied by the skuttle-bu- tt Signore Larson returns from his tour of I SCOUNDRELS OR SAINTS? Nielsen Jr. says thatfeeding of prisoners in the jail is his prerogative by law and by right. Hes technically correct. The legislature once passed a law giving the sheriff the right to feed prisoners - in a day when rural sheriffs wives were expected to grow the food on the family farm. We dont suppose Sheriff Nielsen trucks in loads of the law in todays potatoes from his family farm everyday urban society is anachronistic. The sheriff has no purchasing department. For him to attempt to carry on a function for which the county administration is already set up is a little silly. The county already buys food for the hospital and detention center. By adding the jail food to the needs of these institutions lower prices could be obtained by buying in bulk. Lower prices for all three, that is. True if the sheriff wants to continue to buy the food - by law - he may. But there is no good and sensible reason for it. He can still carry out his statutory responsibility by delegating it to a department better equipped to perform in this area. He can write a contract any way he wants to sibility is his - to write it in such a way obtain the maximum savings. A Yuk That priority committee meeting wasn't held behind closed doors - but the press and the public could only learn about it by accident. The present moguls of flood control Ray Greenwood, John Conder and Grant MacFarlane Jr. dont intentionally keep the press out of their meetings, they just dont bother to inform the press of when or where their meetings will occur. Their attitude seems to be that they can operate more effectively and efficiently without the bother or nuisance of public inspection - so that the public is faced with a virtual which the commission accepts without discussion or question. There is presently no evidence of any advance planning in flood control. There is no evidence that the flood control people know how their projects for this year will fit in with future plans. There is no evidence that they have any idea what they will do next year. The members and officers of the priorities and advisory committees should be aware that a sneaky attitude will bring nothing but public suspicion on their operations - if indeed they are operating at all. The organization of flood control planning in this county is no less a mystery today than it was a year; ago. Our impression is that there is virtually no effective flood control planning. one year in the Parks I ah Theres a fish story I heard once.... a true fish story I About a fish that lived deep in the bottom of the ocean at the deepest and the darkest part. It was an elopement. That fish took a girl fish with him down there in the dark and they had and some of the heirs sons and heirs were mutations. A fish was born to the heirs of that and this desc aidant fish and his bride fish had no eyes: Just soft depress sions where eyes should have been....' and because it was dark and black1' down there, his sens and heirs were born without eyes. Lately it was called to our attention ty that the Building is a very its architecture is wasteold building and there is much about its fur ful nishings that are superfluous. Then I noticed that the people....like have become mutants... .and the fish those who remain for long in our City and County edifice become old, and wasteful, and ofttimes superfluous. Newsmen....who missed the story for as many months as Georgie did, showed their appreciation by giving our streets commissioner credit for his late find. Way yonder in the history of Salt Lake Valley there was bom on April 7, 1894 one David Hunter. As far back as anyone can remember, Dave served as budget officer for the City Public Safety Department. Then Lou Holley, facing possible political defeat with only three years left for retirement eligibility, was named to the City Commission and became Daves boss. . The City Commission mantle fit so well on the shoulders of Old Lou that he began to have visions of running for office to celebrate his 65th birthday. Then youngish Jim Barker joined the panel of commissioners and was stuck with Public Safety and figured his ad- ministrative assistant could very well serve as budget director and Dave Hunter wasnt needed anymore. So.... ..Lou Holley took Dave into the Parks Department with him and began to build a department of septuagenar- -, ians....Hes managed to accumulate sev- eral ....and we wish Dave a belated happy 72nd birthday, celebrated quietly on April 7, 1966.
