Everyone has the right to live his own Jife. and If I choose to live a complicated one, why then its Just because fmi complicated old lady. This is a ratnbly explanation, I know, since old ladies who live alone tend to get rambly. But if you're a Jimmy Stanley fan --and who isnt, these days? because Pm you should probably listen the only person who knows the true story of Where Jimmy Stanley Was On Christmas Eve. (Even the movie magazines don't know!) It all started that snowy day in December when I made my weekly call at the Kingsberry Rest Home. As I trotted up the steps in my own elderly trot, I saw Mr. Lloyd, well up on a rickety ladder, tacking a swag of evergreens over the doorway. It is no use to ignore the Lloyds of the world as I have long since found out, so I said with Christian resignation, "Good morning, Mr. Lloyd. And he said, for the time at least, 'Good morning to you. Little Red Riding Hood. And then he winked. Well.. ..that greeting always set my teeth on edge. I'm pushing seventy, myself, but the minute I start repeating my words week in and week out, I hope someone hits me with a welfare basket. Good and hard, 1 mean. And it a nobody's business but my own if 1 choose to wear a red wool cape and carry a basket full of goodies ana movie magazines whan 1 ro calling at the Rest Horne.-could hardly keep a civil smile on my lace II I went down the hall to Ward Ten and all my little, old ladles who were waiting to see inside my basket. When I pushed open the door, the noise rushed out and wrapped around me like a tea cosy. From the tall, hospital beds that lined three sides of the big room came high pitched voices that argued and fought, spoke and whispered. Down the middle of the room came Mrs. Clancy and Mrs. James, wild-eye- d, racing as usual in their wheel chairs. And everyone was yelling and cheering them on because the standing prise was a quarter a race, and poor Mrs. James was behind, at last count, to the tune 1 of $4,926. I noticed a shakey, little Christmas (Continued on page 4T of the possibilities. Next Wednesday Salt Lake county residents will have toe chance to ask County Commissioners a sticky question about county government; 'How much is that in dollars? The occasion will be the annual budget bearing - usually a s parsley attended affair, where officials sometimes listen, smile, and do what they Intended to do anyway. A different result may occur If citizens out in force. turn ' This is z good year for it. During December toe Review has made an attempt to analyze the structure of county government department by department Mainly we discovered the inadequacy of our own efforts. W e are convinced that county government needs Immediate and thorough investigation by persons outside of county government. If you own a $20,000 home, assesed on an average basis your property tax for last year was somewhere between $280 and $400, depending upon where you live in toe county. While over half this amount went for schools, about one fifth went to operate county government. Assuming your tax was $340, about $59 supported the county. If the budget as proposed is passed on Wednesday that county portion will increase to $84 next year. Unfortunately there is little you or anyone can do about much of It. We committed ourselves to higher taxes when we voted for the Civic Auditorium and toe Metropolitan Kail of Justice. The aggregate voice of the citizenry approved of these structures as beneficial -and now the piper calls the tune. ? Grand Jury Acts, Concerned Rampton Governor Calvin L. Mr. Brady was one of four individuals and one corporation named Monday night in 10 indictments and true bills issued by the Salt Lake County Grand Jury. The lease of a bit paving machine by the county was In focus with the grand Jury on taking tesitmony that led to two first degree perjury Indictments against Public Safety Commissioner Brady and two first degree perjury indictments against Boyd J. Nerdln. Ledger posting involving Mr. Brady was involved in questions and answers in a first degree perjury indictment against Mrs. Billie Maureen Newsom. First degree perjury is a felony punishable by Imprisonment for not less than one, nor more than five years; andor a fine of not more than $5,000. Gov. Rampton said that the indictments involving Mr. Brady 'presents a particularly difficult problem for me as Governor at the State. He observed that Mr. Brady was appointed to a term which expires March 1, 1967. He is removable by the Governor only after charges have been filed and a bearing has been beld. Or Mr. Brady may be removed at his own request. Gov. Rampton said that be has arranged to discuss (he situation with Mr. Brady on Wednesday when the Public Safety Commissioner can meet with the governor with his counsel. The governor also noted that during tbe time Mr. Brady has been Public be has never Safety Commissioner, refused a request where it concerned the operations of his department. Gov. Rampton warned that 'when charges are brought against any man, be should not be condemned. An Indictment. like a complaint Is merely an Indictment and does not offer proof of any wrong doing." The Grand Jury also returned four Indictments and true bills against Neuman C. Petty, and one Indictment and true bill against Midvale Motors, Inc. Each of the indictments alleged fraua dulently attempting to evade tax, misdemeanor. Midvale Tbe Indictment against Motors, Inc., and two of those against Mr. Petty apparently involve the same transaction. One of the Indictments alleges that Midvale Motors, Inc. did with Intent to evade corporate franchise tax... fraudulently sign by and through Its officers, Neuman C. But Salt Lake City has changed toe pace. For toe first time in toe city's history. Temple Square is decorated and thousands of visitors were attracted each night this week to toe more than 50,000 lights dotting toe square. An exibit included a Lfe-sisnativity scene aod the old pioneer log cabin decorated to show Christmas 100 years ago. Mr. Owen Clark, member oi the Tabernacle Choir, will direct toe community singing. (Continued on page A 8) 1 1 ' How Much Service? and thus tsses - can be There are three ways the budget . reduced; 1. Receive less services 2. Create greater efficiency 3. Streamline tbe outdated laws which hamstring efficient operation Only the public at large can determine how much service they want from county government - ordinarily at the ballot bos. As concerns efficiency in government and streamlining the laws public officials themselves must take the Initiative. In many respects the budget before toe commission next Wednesday is a meaningless document. While department heads cannot exceed their budgets, its a simple matter to overcome that slight obstacle. One small example will suffice. Tbe roads and bridges department has far exceeded its budget tor wages and salaries this year. Yet they ara still under on their total budget. Hos so? It's easy. In 1963 toe department spent $12,961.43 on road oil. In 1964 toe auditor's report lists the expense for road oil as $2,076.00. So tar in 1965...., and yes again road oil has cost $1359.00. Yet for 1964, 1965 esch year. in 1966, the budget for road oil is $70,000 00 per year Many expenses are listed in the general overhead account - 'statuand yet additional amounts are listed under tory and general example Is employee separate departmental budgets. A sore-thuThe result is a big mystery surrounding these group Insurance. amounts. Another example occurs with toe recreation department. That department's budget for 1966 Is exactly the same as for 1965, Thats laudatory until one realizes that to the end of $740,000. November toe recreatloo people have only spent $644,000. There is no uniformity in the manner in which budget requests are Some departments lump large groups of items, other submitted. departments go into peat detail We do not mean to imply that most county government officials are corrupt or stupid. They are not. In fact their performance on toe Job Is generally honest and conscientious. But unlike business county government doesnt have to worry about competition. And If an apathetic public can be relied upon to remain apathetic, not too much scrutiny will be brought to bear on the details. mb More Than A Peek We can only peek No newspaper can provide enough scrutiny under the comer of the rug But what we see is enough to coovince us that toe rug should be rolled up A budget bearing is a good place to start cross-ov- er There are areas within each department and areas that the entire structure where savings might be immediately possible. a thorough investigation of these areas should be made We believe by independent reviewers 1 Automobiles to say exactly The County owns several automobiles It's difficult the drivers. with home of cars not these go if all, Most, how many on county There is no way to control their use in private situations, The county should immed.ately investigate a pool car system a pool car system wouldn't Every department head we interviewed said But other governmental bodies use them quite successfully, work as was pointed out by the Little Hoover Commissions report on a this matter in state government Under good management pool car system can save considerable amounts of money.
