In some critical areas, combined factors of Utah law and 16 years of Republican direction pose unusual com- plications for Governor-ele- ct Calvin L. Rampton. There are some 60 boards, commissions and departments of which some or all members are appointedby the Governor. Political balance is required in most of these bodies by state statute. If there is an odd number of members, the majority may and al- most always does -- - belong to the party in power. But the minority must be represented. Politics being what it Is, the rule doesnt always acc- - omplish its apparent objective. This time It could work- to handicap the Incoming chief executive. In four critical areas, Governor-elect Rampton will not enjoy a Democratic majority until 1967, halfway through his term. They are the Department of Agriculture, Department of Business the Regulation, Roads Commission and the Fish and Game Commission. In 11 powerful boards or with an odd commissions number of members, Republicans outnumber Democrate, 28 to 17. Changes In these boards will take place between the firsf of the year and next July - but not always to the new Governors advantage. Out of 54 board members, 18 will depart from office Of these, 11 during 1965. In ths reare Democrats. of officials, maining group 21 will be Republicans and seven Democrats. The distribution Is such that Governor-ele- ct Rampton will be able to establish Democratic majorities in the Building Board, Industrial Commission, the Land Board, the Liquor Control Commission, the Department of Public Welfare and the Tourist and Publicity Council. The important Tax Commission has four members and will remain undoubtedly evenly divided. The Department of Agriculture is administered by three members appointed by the Governor for six years. In March of next year Ariel M. Jorgense, a Democrat will have completed his term. Remaining on the board until 1967 is Republican Alden K. Barton and Republican George Q. Cindering the Howards holiday hopes was a fire which gutted their seven-sto- ry frame home at 3786 Highland Drive. Although badly Injured, Mr. Howard saved the life of a four and a half year old boy by leaping from the second story window. It will be the first Thanksgiving the Howards will be separated. Mr. Howard is in Cottonwood Hospital, suffering a shattered foot and severe head burns. Homeless, Mrs. Howard and two and a half year old daughter, Jeanlne, are staying with another daughter, Mrs. Dieter Fischer, 4371 Fin-- air Drive, Granger.
