' Second, we must come to grips with the hard fact that we cannot afford the education system we should have. t Much as we may fear the vague scepter of federal control, we must come to the point where we will accept federal money to support our education. Third, we must shift our emphasis from quantity in higher education to quality ... along with a drastically expanded program for vocational education. Our sense of custom, independence and prestige recoil in some degree from all three alternatives. Yet, we have built for ourselves too complex a world to allow the luxury of tradition to rule our actions in the training of our young. Perhaps some of the wisest words concerning federal aid to Utahs educational system came from one of its most distinguished citizens, Marriner S. Eccles, in an address at Utah State University last year: Fears that the federal government will dictate if they provide aid seems to me unfounded. For, after all, the lawmaking body consists of Senators and Congressmen from all 50 states who are controlled by their constituencies ... it should be apparent that Utah seems to be a special case. The economic facts confronting it cannot be ignored any longer. The opponents of federal aid to education have not made their fears explicit, only vague. We are certain that Congress in granting federal aid to education would see to it that the principle of state and local school board control is continued.
