measure to regulate injunctions washington the senate commit tee on the judic ary has favorably re I 1 arted a bill regulating the practice of granting injunctions by united states courts restraining the enforce ment of state statutes the bill pro tides that no circuit or district court shall issue such temporary alons on the ground ol 01 tiona lity until testimony shall have been taken by three judges at least two of whom shall be circuit judges it requires five days notice of auch proceeding to the governor and actor ney general of the state involved un less in cases in which the loss ol 01 so much time may work irreparable dam age when a temporary order may be issued
