Water policy and problems have been dealt with extensively during the last four years, improving the water situation in the city, he said. Packham promised to closely scrutinize future growth in the city, with consideration given to appropriate development in keeping with todays economic situation. He said establishment of a local arts council to encourage community pride and growth in the arts would be one of his goals for a second term. Syracuse has a heritage of fine music and drama that has great potential as a source of three-diamon- community involvement and pride, he said. Packham is a teacher at North Davis Junior High School, a musician, active church member and father of eight children. Susan E. Martin is also an to incumbent seeking the City Council. She said she is concerned about the future of the city and would like to see plans for a secondary water system completed. It will be a great asset to all citizens who are able to use the system, she said. I also feel that it, is very im portant to have adequate fire and police protection. I would like to see some light industry in our approved industrial area to give thei city a broader tax base, she said. I do not like to keep placing the burden on our individual property owners with increased property taxes. I feel that property tax is the most unfair tax, particularly under the present economy with more people renting at this time, she said. I also feel that it is important to have planned growth for the city with an eye to the needs of present citizens, while also considering the needs of the future. Mrs. Martin has lived in Syracuse for 13 years and is the mother of four children. Chuck Johnson said he believes that it is time now for a new, enthusiastic attitude on the City Council. The decade ahead of us is going to demand a new dedication and responsibility for public office as the demand for service increases, there must be new and innovative ways to meet the cost of these services, he said. I believe that good honest hard work on the part of public officials is necessary to assure us and our children that the future will be just as bright and promising to the citizens without the constant concern of increased taxes.
