Our ZIP-plus-fo- having been forestalled from it ZIP code troducing the until Oct. 1, 1983, was the consequence of the congressional opposition. In the budget reconciliation process last year, they attached that amendment which provided for the delay of the implementation of the until such time as the General Accounting Office, which is the investigative arm of the Congress, were to study all of the ramifications of it. That GAO report is due to come out and all preliminary indications are that its going to be extremely favorable. So I think were going to go ahead with it. Now frankly, what those four digits that are added on to the fivedigit ZIP code that we currently use will mean is this: in any given area, for example, in Price, Utah, well be able to identify a sector of the city by utilizing those first two digits and the last two digits will identify a smaller segment within that sector. Well be able to process mail on machines that are called optical character readers and bar code readers and the advantages are significant to the postal service and continuing to operate in an efficient fashion. For example, throughout the country on the average, the clerk handling mail, sorting mail on the manual basis, averages about 850 pieces of mail per hour. Weve in- er nine-dig- n. ZIP-plus-fo- ur introduced mechanisms What is a private express statute and what changes are in the offing? The private express statutes are essentially a series of laws enacted by Congress that go back to 1792 and again were revised in 1845, and subsequently other laws have been passed by Congress to essentially give the postal service the monopoly to carry first class mail. We feel that these laws were simply following up the mandate of our founding fathers who, in the Constitution, provided for the universal mail system being provided for the benefit of people of this country by the government as well as, for example, national defense. But now, there are some individuals in the Congress who perceive that competition has made this country great and therefore competition ought to be introduced into the postal system. They are suggesting that the private express statutes be modified or eliminated completely. One of the proponents of this move is Sen. Steven Symms of using machines and weve increased that productivity to 1,850 pieces per hour. If were allowed to use and the optical character readers and bar code readers, we can increase that productivity to anywhere between letter-sortin- g ZIP-plus-fo- ur Idaho, who introduced the piece of which would legislation, call for the elimination of private express statutes. Fines have been levied against people even delivering mail to their next-doneighbors. Why Is the Postal Service so adamantly opposed to competition? or Well, what you occasional refer to is the situation where someone will deliver mail that has not been properly stamped and would, in fact, be in violation of the private express statutes. Generally, we dont respond when its one- - or two-lettsituations, but when we find that it is, in fact, a pattern, our inspectors will come in and remind people of these statutes that are codified in Title 18 and Title 39 of the U.S. code and tremendously high to people living in rural areas, or possibly that we would have to reduce services to those rural areas. What were saying is that the monies we make in those areas, in effect, help to maintain universal rates that er ask that they cease and desist. Frankly, what were concerned about is that the private express statutes ensure for the American people that, in fact, they have a universal mail service. If the private express statutes were eliminated, what we would see apply across the would be a high volume of mail to deliver and where there would be relatively short distances to transport that mail so they wouldnt incur the legistical cost, for example, of sending a letter from the East coast to the West coast. As a result of that, we would have a vast part of our country, particularly the rural part, isolated from the rest of the country as far as the universal communication system. The outcome of that kind of thing would be either that we raise the rates Is automation costing some people jobs? Well, it is. In fact, a barometer of thats the private express statutes. postal service a board, it was think I essential. I rather doubt it frankly, and I think all we need do is to look at whats happened as a consequence of deregulation of the airline industry. As an illustration, I can fly from National Airport in Washington, D.C., to Los Angeles for $139. Theyre special fares because thats a high density area. But if Im flying into an area halfway between those two points into some rural area, for example in Louisiana, my air fare would be $438. So deregulation really hasnt lowered the prices overall.
