Paul Woodbury, d law forcement chief, began his career with the Utah Division of Wildlife Resources fourteen years ago. Woodbury says Wildlife law enforcement officers face the challenges of increasing numbers of hunters and fishermen drawing on dwindling wildlife resources. The judicial system has gotton tougher on wildlife law violators, and the lawbreakers are harder to catch and are more likely to use the court system to plead not guilty. A conservative officers job is now more technical. He must learn to work in a legal, judicial atmosphere, says Woodbury. Unlike his first experience as a conservation officer, when he was handed a badge and told to go to work after a brief orientation, conservation officers must now complete an intensive training period, including 12 weeks at Police Officers Standards and Training (P.O.S.T). Woodbury plans to identify specific areas of the state where severe law enforcement problems exist. Manpower may then be concentrated in some of these areas to reduce poaching and other problems. A native of Park City, Woodbury has a zoology degree from Weber State College and is completing a police science degree from WSC. He was first employed by Wildlife Resources as a fisheries biological aide in 1968 and later as assistant superintendent of Whiterocks Hatchery. Many of the 156 calls were anonymous. Other callers were willing to testify in court. During the first nine months of the Help Stop Poaching line, 92 persons were arrested through hotline tips and $13,000 in fines were levied. A total of $950 in rewards were given to persons offering information leading to the conviction of a wildlife law violator. Bruce Johnson, coordinator of the Help Stop Poaching campaign for the Utah Division of Wildlife Resources of the Department of Natural Resources and Energy, says about three fourths of the cases have involved big game violations. One deer hunter lent his knife to several other hunters, only to discover they were cleaning out an illegally killed elk and were putting an unused elk tag on it.
