Vuksinick, former captain of the department, submitted his resignation Tuesday. It was accepted by Chief William L. Cossaboom. In his letter, Vuksinick said he was sorry for the short notice but had to leave immediately to accept a position as deputy sheriff in the Emery County Sheriffs Department. However, he said he left with great reluctance. Due to the changes in the department, I could no longer function as a police officer, he said. I felt another day in the department would be pure torture. I dont agree with what the new chief is doing. I couldnt take it anymore. Vuksinick said he agreed to a demotion after Cossaboom said he lacked the necessary training. As part of the demotion, he said he reluctantly took a pay cut from $1,851 a month to $1,618 a month. Vuksinick said he didnt agree with Cossabooms plan to start fresh from day one. If I start from day one with him, I might as well start over in a new career, he said. I was honest enough to admit to Cossaboom I didnt have the training for captain. See what I got, a kick in the teeth. Cossaboom said the term start fresh meant he wanted to see what each officer could do. He said the term referred to himself as well. I was putting us all on the same level, Cossaboom said. This was to give the men a chance to show me what they could do. It wasnt given to put everyone as a brand new trainee or as an infantile status. Cossaboom said the men with experience on the force have obviously been given credit for the experience. He said he didnt mean literally the first day fresh. Its obvious Im giving credit for experience, Cossaboom said. One of the first things I started was a training program where three of the men are in charge of training the rookies. I like Norm," he said. Im sorry to see him leave. When Vuksinick was first demoted, Cossaboom said he told him to stay on the department, that things will work out for him. I told Norm that what you havent gotten in the past (referring to training), will all come about with training in the future, he said. Cossaboom said he plans on getting a replacement for Vuksinick but is in no hurry. Currently, he hopes to fill the vacancy with men from the department working on their days off. He said they will be paid on an hourly basis with the funds coming from Vuksinicks salary. Within two months, Cossaboom will begin interviewing for Vuksinicks replacement and also for a future eligibility list when he needs to expand the department. Vuksinick said he cant understand why Price City has so recently become concerned with upgrading the police department. He said that for years the department has been operating with insufficient equipment and funds. I gave them 16 years of my life, he said. City Administrator Jeffrey Killian said elected city officials have always been concerned with upgrading the department. The department was in such poor condition when I came four years ago that the city couldnt afford to spend the amount necessary overnight, he said. However, Killian indicated that city officials are now attempting to provide funds for needed equipment and training. Lt. Ron Skinner, Emery County Sheriffs Department, said Vuksinick is under going training to get familier with the department. He said within about two weeks, Vuksinick will become a patrolman.
