The Applicant estimates that the average annual energy output would be 21,900,000 kWh. Project energy would be sold to Utah Power & light Company. A Proposed Scope of Studies under Permit preliminary permit, if issued, does not authorize construction. Applicant seeks issuance of a preliminary permit for a period of 24 months, during which time it would conduct an economic feasibility study, review and study environmental consequences, consult with Federal, State and local agencies, perform alternative design studies, and prepare an application for an FERC license. Applicant estimates the cost of the studies under the permit would be $50,000. The Utah Energy Office, a Division of the Department of and Resources Construction of a new Castle Valley line near Wellington to the Emery area in Emery County by the Denver and Rio Grande Western Railroad has met some opposition at a recent public hearing in Emery County. The plan had been approved by the Emery County Planning Commission. But, a few residents in an unincorporated area southeast of Ferron and others living south of Huntington near 0 express their concern that the railroad is planning to run too near their residences. The 2 lz mile Castle Valley Spur section in Carbon County has already been constructed and the plan is to join 62 Vz more miles of rail. The railroad section would save wear on the highways from heavily loaded coal trucks. The Utah U-1- Department of Transportation supported the idea to conserve wear on the highways. E. W. Wotipka, Denver, location engineer, will meet with the complaining property owners to work out a plan for minor realignments of the road that will meet with the residents approval, Bob England, Denver, manager of land for D&RGW said. Before the railroad can begin land appraisals and rights - of way negotiations with private land -- owners, England said that necessary zoning changes would have to be made. According to an antiquities study, no archeological sites would be disturbed by the proposed railroad addition. Rail transportation is cheaper than hauling the coal by truck and England said D&RGW has been approached by several coal mining companies who claim an interest in shipping coal by rail. As a result of the railroad addition, Emery Coal could become more competitive for foreign and international coal markets, he said. However, England warned that building a railroad might not cut down on the number of trucks on the highways, but new mines would likely open up and others could expand their operations. Land has been acquired from the Bureau of Land Management for the railroad addition. A trade of land owned by the railroad near Woodside in Emery County was made for land needed for the new line. Estimated at a cost of three quarters of a million dollars per mile, the new line will tentatively cost about $47 million. Chamber of Emery County Commerce and other groups have endorsed the railroads plan to build the new line, according to England. He said that it would double the amount of taxes paid by D&RGW to Emery County if the new line is built. award.
