Harris, 27, from Tucson, Ariz. , was arrested earlier and booked into the Emery County Jail. The two have been charged with possession of a stolen vehicle, possession of a controlled substance and possession of drug paraphernalia. Dewing was also charged with giving false information to a police officer when he originally identified himself as Kenneth Laman. When officers discovered his true identity, they found he was wanted in three states for crimes including burglary in Texas, and kidnapping and stealing a car in Arizona. On Aug. 15, the Price River Water Improvement District will hold a public hearing in Room 7 of the Price City Municipal Building at 7 p.m. for the purpose of receiving public comment for a proposed sewer service rate increase. The purposes for this proposed rate increase are as follows: (1) The installation of sewer collection lines to serve resi-den- 15 Agency (EPA) and Utah State Board of Health requirements dealing with testing for toxicity, sludge management, adopting and implementing pretreatment programs and a quality assurance program. (3) Utility costs beyond the districts control.
