But, before we leave 1988 behind, it is only appropriate to take a look back on the major events of the year. Amid these suits a dispatcher at the sheriffs office was fired, contrary to the wishes of the sheriff. McCourt then filed suit against the county, alleging the county commissioners did not have authority to fire her. In February Peace Officer Standards and Training Director Clyde Palmer said his organization was planning an investigation of the sheriffs office. Nevertheless, in March the investigation was started. Bryner responded with a suit in the state supreme court, asking the restraining order against McCourt be lifted and that his authority as sheriff be upheld, alleging the county commission had usurped that authority. In April a report by POST was made public, but the in- vestigation continued. In July the probe ended and in August POST initiated proceedirgs to have Bryner stripped of his peace officer certification. The complaint alleges Bryner had been ineffective and misused his position. Bryner denied all allegations made in the POST complaint and promised to fight the issue to the end.
