Generally, its activities fall into three areas: Education. The center directs three public administration SALT LAKE CITY The mission of the Center for Public Affairs and Administration, one of the University of Utahs main outreach organizations, is increasing the effectiveness and efficiency of local government statewide, says a U of U dean. Thats especially important in fiscally uncertain times, says Dr. Howard Ball, dean of the College of Social and Science, which uneducation programs-a- n dergraduate certificate which includes the CPAA. It makes sense for such an operation to be headquartered at the U of U and in Salt Lake City, adds Dr. F.
