LIGHT SHED ON FIRE PROTECTION To the editor: In response to the letter of Mr. Taylor and the comments of the editor, in last Wednesdays paper on the lack of fire protection to county residents surrounding Wellington City by Fire Wellington City Department, I would like to shed a little light on the subject. At a council meeting last spring this very issue was brought up for discussion. Several citizens of Wellington were in support of Wellington City continuing the fire protection to the outlying area. The amounts paid to all fire departments by the county were discussed and city residents felt the amount offered by the county was fair, yet nothing was done! At a fire department meeting around that same time the over the councilperson department asked for a vote as to whether they wanted to cover the county area as they had done for many years. The majority voted to accept the countys offer and continue to serve the county. The councilperson and fire chief voted against the agreement even though this meant voting against members of their own fire department who live in the incident could possibly have saved something, anything, of the familys Jana Davis possessions. County resident particular follows: The Utah State Law on Fire Contracts reads contracts for outside coverage must consist of: 1. Contracts must be in writing; 2. Set forth in detail the extent of fire protection to be afforded by the party or parties contracting to furnish fire protection; 3. Set forth in detail the amount and method of payment to be made by the party or parties; 4. Contract to be in effect for at least one year and not more than five years. The State Law on Liability reads privileges or immunities to liability extend to departments considered and a contract accepted. But again nothing. The council would not support the vote of their own fire department. As a former city employee, I knew fire reports were sent monthly to the county. In getting copies of these reports and calculating the costs and how trucks and men many responded to each fire, etc., I could not agree with the citys argument that fighting county fires was costing the city money. In presenting these facts to the city council I found the The fire councilperson was against any kind of agreement which did not give the city exactly what they were asking for. The mayor gladly rode the fence, the new councilman had not made a decision and the one other councilman present was in favor a test period of one year where the city covered the county and at the end of the year, review their costs and if they could prove to me it was costing the citizens of Wellington money I would accept the alternatives. I left that meeting feeling I was fighting a losing battle. They could not produce facts . and figures to support their arguments that it cost more to fight county fires than the county was offering to pay. A couple of douncilmembers were surprised at the existence of these fire reports. I felt the city simply did not want to work anything out with the county commissioners. Again nothing! Carbon County can not pay Wellington City more money to fight country fires than they are paying Price, Helper or East Carbon. This is what Wellington City wants. Carbon County could do nothing more than they have done. If they give in to Wellington Citys demands they would have the other cities to contend with. All things considered, the offering of the county is fair. If Wellington City took a poll of the number of county residents who spend their tax dollars in Wellington, maybe they would feel a little more cooperative in supplying us with fire protection. I genuinely feel this standoff by Wellington City is based on individuals with underlying animosities toward a few county residents. Do all county presidents have to suffer because of their dislike of a few? What if ! fighting fires outside someone died because of it? The gentleman who lost his home is a lifetime resident of Wellington as are his mother and father.. The mistake he made after getting married was moving across the invisible line drawn by Wellington City as to who belongs and who doesnt. My heart goes' out to this homelss family, especially at Christmas time. Lets hope no one else has to suffer as they have. Lets also hope Wellington City can have the sense to evaluate their past actions, or lack of actions. A response by the Wellington City Fire Department to this fires outside Wellington City limits. Without a contract the Wellington City Volunteer Fire Department is just that volunteer time. When these firemen miss work for any time at all, they lose their wages from their regular employment. They must then take a sick day or vacation day to cover their loss of pay or lose it completely It is unfair to continue to expect these men to take their money out of their pockets and vacation time earned to be with their families to go and fight fires outside the city. Without a fair and just contract this would continue to happen. It also takes money to run a fire department, for a fire house, trucks, equipment, gas and maintenance, clothing, breathing apparatus, hoses axes, etc. The people of Wellington voted to form and pay out of their taxes to the city to have their own fire department for 24 hour excellent. and requesting minutes before arrival before fire department assistance. Therefore, I believe that Sun Advocate management should offer Sheriff Horsley and his staff an apology. If Mr. Zehnder is concerned about a feud between city and county fathers over fire protection, he should limit his opinion to that issue and pursue the facts before To the editor: Websters New Collegiate Dictionary defines the term editorialize as: to introduce opinion into the reporting of facts. With that in mind, I must respond to last weeks editorial concerning a recent home fire. In that editorial, Mr. Zehnder states he quoted a sheriffs report that indicates the sent Deputy dispatcher Martinez to confirm the fire before dispatching the fire department. He also used his column to shed light on a feud that he says exists between Wellington City officials and County Commissioners over fire coverage outside of existing city limits. While a problem between the officials may in 'fact exist, I believe that Mr. Zehnder overstepped his editorial authority by including the Sheriffs Office personnel in his opinion. Mr Zehnder should have checked toe facts before using his editorial advantage. Many readers place an enormous amount of trust in what they read and they may receive the impressing that the sheriffs staff acted incorrectly in toe handling of this emergency. Had Mr. Zehnder of his staff taken toe time to meet with toe sheriff and examine the facts, they would have discovered the information that I will now relate. at 0419, a a received report of a dispatcher fire from the Highway Patrol dispatcher. Therefore, my only interest in this issue is to report toe recorded facts and let toe readers make their own conclusions. FINDS WARBONNET To the editor: An open letter to toe residents of Carbon County: As newcomers to toe City of Price (being here for about a month) it was easy for us to find toe good will and spirit of Christmas. On the streets and in toe stores local citizens and merchants greeted us with a smile, a friendly nod of toe head, a courteous hello and local service organizations, a call was returned to us from the Housing Authority of Carbon. We made arrangements to meet with toe assistant director of that association, a Mr. Gregg Palacios, for coffee and to discuss a charaitable operation that the Housing Authority was involved with. After conferring with him it was decided that we would contact the local motorcyclists, and see if they were willing to participate in obtaining gifts for adults, gifts that the underprivileged children could give their parents. What a great idea, we though. That of teaching the importance of giving. Shortly after our meeting, we were able to not only contact contact several local motorcyclists, but we were also given the opportunity to present our plan to a local motorcycle group, The Pathfinders. At that particular meeting we were able to obtain and add to our list five names, which was now growing rapidly. One offered wrapping paper, another a clutch bag, wallets and so on. That evening, we immediately came home and developed a poster that stated our needs ... a gift, something like mittens, scarfs, wallets, clutch bags and wrapping paper. Something that these youth could give to their parents. The next morning with our poster in hand and some drop boxes decorated we were ready to ask some local merchants for their assistance by placing toe posters and drop boxes in their stores. Unfortunately we were interrupted by a phone call from Mr. Palacios who informed us that he was concerned about our image. In a state of shock, we rewrote toe poster to change the drop off point to toe Housing Authority, disposed of the drop boxes and went to see Mr. Palacios, who returned seven copies of our new fliers to us. After that we distributed the seven fliers to seven shops and quit. The reason for this letter was explain our actions but to apologize, not to Mr. Palacios, but to all of those people out there who we seemed to fail. We are sorry, all of you housewives, truck drivers, mine workers and bookeepers who are unfortunate enough to ride a motorcycle and be classed as an image concern. We are sorry that all of those wonderful people on toe streets and the merchants that we not to involved you with such a sometimes a curious question asking us, why Price? If something couldnt be located we were always directed to its location, even if it involved another merchant. We felt wanted and accepted by all and these concerns, enthusiasms and pleasantries we have found in no other city. With all of these wonderful inputs to bolster our Christmas feelings, we set out to find some deplorable image, but we are most of all sorry that those children who needed our help were neglected and we are sure you kids didnt care what kind of an image we presented. Broken heartedly we close this letter to all of you wonderful would be able to accept our services, someone that would be able to accept what was given to us, just being nice. It will be slow, but we dont have to sit back and wait for them to come. We can help ourselves and make things better when we get back to good times. This has already started and Price is the leader for making Price and Carbon County an outstanding community. In the past couple of years, our Price City political leaders have gotten involved with all the promotions concerning Price City and also helped in country projects. TTiis last year, all of our civic groups and clubs got involved. had toe Elks, Lions and fireman conventions. We had toe Saint Patricks Day Parade, International Days and the first Christmas parade, plus other community events. And we even had a band. Our local newspaper the Sun Advocate, and the radio stations KARB and KRPX did an outstanding job concerning all of the activities. We local Our businessmen worked harder and for a little less to to help themselves and to make things better in Price. I think our citizens of Price and Carbon County got involved our local in supporting businesses and they are getting active in our community activities. This is good for everyone, themselves. especially In 1984, 1 had toe privilege of being promotion chairman for Downtown the Price Association, and in 1985 I had the privilege of being the president of the Price Merchants Downtown Association. I am really proud of this group of businessmen. We decided to work together and promote ourselves, and Price City at the same time. We got together with our local leaders to promote Price. reasonable Every request that was made by our association was given to us by them. On behalf of the Downtown Association, we would like to thank Mayor Art Martines, attorney Luke Pappas and all of their heads of departments for their help, members of toe Price Theressa council, City Frandsen, Louie Colosimo, Chuck Davis, Jim Jensen and LaMond Williams. I believe there are four important factors to having a good city. 1. Good local government; 2. Good local merchants; 2. Good local civic organizations; to 4 Above all The People help support toe above and in doing so making things better for Price and Carbon County and especially themselves. I sincerely believe we have this already. Lets all of us get together in 1986 and make Price City and Carbon County better than we already are. It is also unreasonable to expect our residences to have their taxes raised to subsidize fires in toe county. Without a fair contract this would happen. If the people of the county are unhappy with toe fire coverage they are receiving, perhaps they should talk to their elected officials and representatives to whom they pay their mill taxes for fire coverage and who are responsible to give them proper fire coverage and stop ridiculing and blaming Wellington for (Mft3) SEES? their dilemma. Granted, there have been mistakes made by both toe county and Wellington.
