The city council here has adopted an $18.72 million budget for 1988-89, but residents here wont be paying higher taxes next year to support it. Instead, theyll pony up $48 per year in garbage collection fees to for a $900,000 compensate spending shortfall. In a study session before adopting the budget last week, the council looked for ways to trim a few dollars, found none, and Thursday a approved resolution adopting the 1988-8vote. spending plan by a Councilwoman Janice Fisher voted against the budget, but did not publicly say why. However, at last weeks council work session, she criticized the city for having too many vehicles in its motor pool, and questioned city manager John Newman about the need of certain employees having a vehicle at their disposal for personal use. Council members struggled with ways to come up with an estimated 1988-8$900,000 shortfall and last month decided to raise taxes by 48 percent, before changing their mind two weeks later in favor of the monthly garbage collection fee. The County Commission is expected to receive and act on the legal opinion in two weeks. 1 WVC Budget Is Adopted revenue sharing funds. Just four years ago West Valley City received more than $1.2 million in revenue sharing, but Congress voted to eliminate the program, and last year - the final year oi the program - the city received -- just $62,000. City taxpayers will contribute $2.37 million to the budget this year, based on a mill levy of 7.97 mills, each mill generates about $266,000 for the city. The budget is also funded with $5.43 million in sales taxes, about $2.7 coming in utility taxes, and about $600,000 from licenses and permits, the balance of the $13.84 million general fund monies will come from interest on loans, fines, the $900,000 garbage fee and rental income. The budget also includes nearly $5 million in restricted funds. Those monies will be used for corporations, including a $2 million loan to Hercules, Inc. City employees wont be getting and the pay raises this year - total workforce has declined by an e equivalent of six employees, said Newman. The only area which will receive more funds this year than last is the police department. That department will get $1,873 million for 1988-89- , compared to $1,801 million last year. In other action, the council said there will be no beer sales at the Redwood Swap meet, decided to form a committee to examine a road construction and in other areas, and include receipts from federal loans which come to the city and then are passed on to full-tim- "sister city" relationship with a village in Bolivia, and voted to provide a local company with 180 copies monthly of a letter from Mayor Brent Anderson welcoming new residents. The council also approved an interlocal agreement with Salt Lake County and several other cities to consolidate emergency dispatch services, including 911, approved a traffic survey, and adopted a passel of ordinances resulting from legislative action earlier this year. the council Additionally, last years budget for spending changes, named several new members to city boards, and approved a resolution authorizing the city to apply for more than $1 million to being a reclamation project on the city property recently purchased from Hercules, Inc. The city wants to improve the area, called the Hercules Hill Neighborhood Development Project, and ultimately develop an industrialrecreational park there. The area is part of the area the city annexed. Reclamation includes reclaiming a large gravel pit operation.
