nav al in the house of commons monday mr hugh oakley arnold foster par li secretary to the admiralty explained the naval proposals of the government their object he was to maintain the navy and to carry on a successful war should occasion arise it was proposed poo posed to have men available to man the fleet of whom 25 should be on the active list 28 on the royal naval reserve list and 7 on the royal fleet reserve list the government he went on to explain would ask for 9 for construction the largest sum ever ap abed out of which thirty three new vessels were to be started
