Two acres in the northeast portion of the parcel Park Proposal Fate Rests With Water Board MAGNA. The fate of efforts to develop a community park in the eastern part of this community apparently rests with the board of the Magna Water and Sewer Improve- ment District. Park proponents received a set- back last Wednesday when the County Commission voted to remove an area of West Valley City between 6400 and 7200 West from the proposed special improvement district. The East Magna Community Park Assn, had proposed the creation of a special improvement district between 6400 and 8000 West from 2100 to 4700 South to fund development of a community park on property around what is now the Magna Mt. Riders rodeo grounds. On June 23, the water and sewer board will determine whether to allow the improvement district to be formed within its boundaries. Board chairman Charles (Chick) Paris said Tuesday the board will vote that night after allowing proponents to come in and make their sales pitch.. Rejection by the water and sewer board essentially would kill the proposal. The County Commission, which alone has the authority to establish the improvement district, removed the West Valley City area from its proposed boundaries after hearing strong opposition from city residents at Wednesdays public hearing. Residents were opposed to paying the taxes needed to fund the district. 7(fa County Commissioner Bart Barker said Tuesday that the commission would not establish the district unless residents of the unincorporated east Magna area showed strong support for the proposal. He acknowledged that there are a lot of people (in the area) who have worked hard to get this park and we want to give them a fair hearing. But, he noted, several members of the water and sewer improvement district board have indicated no inclination to go along with the proposal. Paris would not speculate on how the board might vote. He noted only that the current depressed economy and higher taxes make it questionable whether the park is necessary. VF ADD OGd If the water and sewer district board goes along with the proposal, Barker said it was likely a public hearing would be held in the area sometime this month. Barker said that if such a vote is necessary, it would coincide with the primary or general election this fall. A positive vote at that time would allow the district to issue bonds, paying off the debt with funds raised from a property tax on landowners within the district boundaries. Removal of the West Valley pro S0F would be used for an asphalt plant perty will reduce the assessed valuation of the proposed district to Barker by estimated, a loss sure to increase the tax figure . We want to know if theres a lot of support, he said. While the commission may create the district, it cannot give 10, 1982 WEST VALLEY. Also scheduled for consideration is LaMont Hunts application for status for a legal mobil bank trailer storage operation at 2455 So. Redwood Road. Two weeks ago, planners denied Hunts request for a zoning change to accommodate the use, explaining that while they did not disapprove of the use, they did not want to start a precedent of opening the area to manufacturing zoning. At that time, board members advised Hunt that obtaining legal status might be the best way for him to proceed.
