The idea for scouting camporees grew from those he originated in Copper Community park in the 1930s and 40s. Today the scouting camporees are a national institution. Sabin was also the first person west of the Jordan River to receive the Silver Beaver award scouting which he earn- ed in 1947. In addition, he has attended three scouting jamborees, one at Fort Douglas in at 1947, the second Valley Forge in 1950 and the third at Santa Ana, Calif, in 1953. B When he retired the B PROPOSED AMENDMENT TO THE WEST VALLEY C ITY POLICY DECLARATION West , Valley Citys existing annexation policy declaration was adopted in March of 1981. It is proposed that the West Valley City Council amend this declaration. Valley has prepared a general West ment. The City desires to amend this statement in order to more clearly define the city boundaries, more efficiently define potential city service areas, alleviate some overlap with neighboring cities, and move toward a similar philosophy cities on the west side of Salt Lake County. The current policy of declaration has as its boundaries generally the Jordan River on the east, 9200 West on the west, and 2100 South on the north, with 6600 South the current West Jordan City limits on the south. The proposed amendment to this declaration is to move the declaration line to 6200 South on the south, move the west line to the Salt Lake County line on the west, make a small adjustment with Salt Lake City on the north and leave the existing boundary along the Jordan River on the east. This change allows the City to eliminate any future conflict with West Jordan on the south since there are no overlapping policy declaration areas as was in the March 18 declaration. The adjustment to the north with Salt Lake City actually will adjust the existing City limit lines between Salt Lake City and West Valley City, wherein West Valley will give up commercial property to Salt Lake City because it is more logical for Salt Lake to serve the area and derive the benefits of the additional tax base to provide these services. In addition he was vice president of the Utah Copper Duck club, that flourished through the depression years and up until the time that Kennecott went out of the real estate business.
