Show Resistance To Lake Valley City Indicated - Incorporation Of Kearns Gains Citizen Support Tuesday Night 1, Col. 4) (From Page ed where the money would come from to do a feasibility study. James said the study could be done with hard work and time given by many people. He also pointed out that the Kearns people, through Service Area One, built the swimming pool and tennis courts complex, and, without the legislation that took place this year, would have lost that four to six million dollar facility to Lake Valley City if the concept goes through. James pointed out that when an area becomes unhappy with the unincorporated area, it is usually because of problems with police, fire departments, ambulances and sanitary district. This is not the case here, he said, pointing out that Kearns has one of the Salt Lake areas lowest crime rates and no problem with fire or sanitary departments. Some of the things that make us want to be a city are public safety, care of rohds and curbs and planning and zoning, he said. As an texample, James said he wrote to the County Department of Public Safety on July 19, 1980, identifying two hazardous corners in the area, requesting stop signs and asking for a written reply. There has been no response to date, but there have been three accidents on one of those corners and four on the other, he said. Referring to planning and zoning, a resident said efforts had been made to property next to his home on 4015 West. With the help of the Town Council, the neighbors got that application denied, otherwise there would be a service station in our residential area, he said. James agreed that the council has reviewed numerous planning and zoning propositions, including proposals for dual residences that would create extreme traffic conre-zo- gestion. " This is one of our big concerns. All the area of development left is in the south and southwest area of the county, he said. My concern is to show opposition to the Lake Valley concept and point out some of its fallacies that people need to be alerted to. Im not trying to sell anything he said. ; James referred to the possibility of asking help from the University of Utah in conducting a feasibility study. We could even start with the high school for a basic study and figures to work with, he said. Various methods of handling law enforcement and fire department were discussed and contracting for services from the county was men- tioned as an option. A suggestion from resident Carl Whiting, that if Kearns incorporates, other neighboring areas such as Magna and Copperton may seriously think of joining them, met with comments of agreement from several residents. Kearns was the largest residential area out here, some years ago, coming ahead of Granger, West Jordan, Bluffdale, even Sandy. Now we are behind them, James said. Our citizens must decide what they want, he declared. Questioned again about money, he remarked that There are good people available who will do things without huge salaries. Town Council members work for years without pay and would give their free time to do a study, or work in other ways, he said. e There could be a mayor and councilmen, who would work with a good city manager, responsible to the electorate, he said. We dont want to just go on being that area out there, he reiterated. A latecomer to the meeting asked what would be done regarding law enforcement and fire department. James said the council would discuss contracting with the County Sheriffs Dept, to continue coverage of the area, backed up by a city marshal with enough staff to keep one car in the area around the part-tim- COLD? Lerdahl questioned this, but Johnson said since it would be a first class city, it would by law have to form its own school district. Questioned about status of West Valley and Kearns, James said Kearns would be a city of the third class, which doesnt mean a third class city, it refers to population. West Valley is a second class city, he said. Mrs. Lola Mae Snowball encouraged citizens to go for it, pointing out that there is always an option to repeal if it doesnt work out Well be able to get help from our people, she said. The chairman also said the Town Council has contacted Hercules to suggest that if incorporated, the firm may enter into an agreement to support allowing light industry to develop in the buffer zone.
