He noted that the vast majority of billings would have to be mailed to taxpayers by the county regardless of whether or not the water districts or other entities were included in the mailings. He cited Utah County as having a duplication of ser-- t vices because of a very similar situation that exists in Davis County. County Treas, Pauline McBride and county officials had a different point of view. She said wages for this service amounted to $26,557 for mailings, $11,250 for collections and $825 for postage during the past year. Mr. Gurr, however, disagreed saying that 20 cents per billing would be more accurate if the entity is to pay only its proportionate share of the total cost.
