I support Ihe Utah Tax Revision Study Committee in their efforts to find ways to improve our tax structure and make it more equitable. I also support the Governor's Executive Reorganization Committee in seeking to promote efficiency and modernize government services. "Tax limitation" was a powerful phrase in the last legislature. The Republicans used those words to gain a majority and then again to give millions of dollars of state funds to big businesses and wealthy landowners. Typical tax cuts include: almost $8W.OOO for Utah Power & Light, over S450.000 for Kennecott Copper Corp . and over S400.000 for Mountain Bell. At the same time, the 43rd Legislature cut funding for senior citizens' dental care, eye glasses and prescription drugs causing much pain and hardship. Over the lat 16 years our Democratic governors have proposed and encouraged numerous tax reductions, including. Elimination of the state property tax. elimination of the sales tax on prescription medicines, elimination of the inventory tax. reduction of the state sales tax on utility bills, reduction of property taxes on farmlands, elimination of the mareanne tax. and property lax relief to the low income elderly. These reductions have saved Utah We need taxpayers over $400 million. lo continue the Democratic program of tax reduction responsible, long-terrather than "quick fix" lax limitation. I belie, c there are option, I would favor over year round school. First, moxeahlc. soundproof partuionx can be used lo divide the cafeteria and Ihe seldom used grade school gym into classrooms. T he partitions would be muted for those occacafeteria or gy m sions w hen a is needed. Second, the use of cullcge ty pc auditorium teaching in junior high and high school is attractive. Auditorium classes would be supplemcnlcd with smaller group classes for individual attention. The auditorium concept would be used for classes all students are required lo lake such as English and history. These first two approaches increase school capacity without impacting on the traditional school schedule or afTecling the traditional family vacation season. In the Bountiful area, there is obviously a surplus of elementary classrooms as the present school administration is planning on closing Stoker Elementary and transferring the stu- dents to other schools. Hence the above approaches may initially apply primarily to junior high and high school in the Bountiful area. The less desirable option is year round school which would increase janitorial expenses and require the installation of expensive air conditioning. Obviously using partitions or the auditorium approach is cheaper and effective. The impact of the year round school on Ihe traditional school schedule is obvious. What are the most desirable qualities you would look for in a school principal? The principal must be above ali. an individual who has the best interest of his students at heart. In making decisions. he or she. should always have this uppermost in mind. He must be an able administrator who is capable of working with and motivating teachers. To be effective, the principal should be fair in his use of discipline. A principal should be trained and skilled in management as well as in education. Leadership capability is a definite plus in his favor. Obviously, the individual should be of high character and his standards should conform to those of our community. Do you think there Is too much emphasis on athletics In our school system? I enjoyed playing football in high school and still enioy watching high school athletics. Athletics are very important in developing students bulh physically and mentally. The body and mind are inseparable. I would favor expanding inexpensive athletics such as soccer and touch football in junior high and high school. This would be done with expanded student participation much like the intermurai program in college. in many cases interschool rivalry at the high school level has gotten out of hand with occasional violence.
