Tris was the legal opinion of Dave McMullin, attorney for Payson City, who attended the hearing Mondaynightin the city council chambers which was arranged for purpose of giving operty owners in the four blocks of the downtown area an opportunity to express protest to the project. Approximately 23 property owners filed written protests with city recorder, Ronal Crump, prior to the meeting. About 20 persons attended. Spokesmen for hose objecting were Byron Dastrup and Earl Page, and several others also spokebriefly. Mr. Dastrup said he believed the water lines should be replaced before anything is done to improve the proved if so designed. New sidewalks are needed, he said, but these are not included in the plans. Roy Broadbent, chairman of the downtown improvement committee, said the engineer and architect who are working on the plans deleted new sidewalks for the present project to cut expenses, but said they could be built as another project in the future. Mr. McMullin said the project can be defeated with a twothirds majority vote againstit, based on property front footage. Hesaid it will now be the duty of the city council to compute the amountof footage owned by the protestors and the amount owned by those favoring the project. They will then make a decision as to whether the project will be abandoned Cost for the project is estimated from $40 to $45 per lineal foot.
