Young Americans, Germans, Britons and half a dozen other nationalists, are in jails from Istanbul to Tehran, Mashhad and Kabul. They are serving out prison terms ranging from ~ ALBERTSON'SHALLOW PORK CHOPS nies each ($1,250) are the highest handed down yet in Afghanistan. But raw opium and especially Under Afghan law the higher hashish, not to mention mor- the quantity, the higherthe fine, phine and cocaine, arestill freely available in Afghanistan at prices much less than in Europe and the United States. A kilogram of hashish in Afghanistan sells for $19 to $25. ‘The same amountwill fetch at least $500 in Europe and as much as $1,000 in the United States, Opium is a little more expensive, while a tablet of morphine can be bought across the counter in any Para. for less than 20 cents. To add to the lemtation, Afghan dealers offer the hash already canned with a fruit salad label, packed into gas cylinders, or secreted inside handicrafts. In Kandahar persons driving cars are directed to a friendly garage prepared to weld in anything from a false floor to a second gas tank. But the naive hippie who purchaseshis 20 kilos of hash is in for a rude surprise. Afghanistan is the land of “baksheesh,” Unless the buyer pays off everyone from the garage owner to the police, he is likely to find that the dealer has turned him in. In such a case the dealer shares the profit from the return of his hash with the police. In the Kabu! Fire Station, an old garage with a length of discolored cloth over the doorway serves as the foreigner’s jail. Three Englishmen, John, John and Lawrence (26, 25 and 24), all from Birmingham, had been waiting over a month for money from England But foreigners caught in Afghanistan are comparatively lucky. In Iran they may languish in jail for three to four months before coming to court —and then can be given a prison sentence of up to seven years. No one has yet served a prison sentence in Afghanistan, but if anyone is unable to pay their fine they must serve one day for every 50 Afghanies (75 cents) of the amount. Makoto Fujimoto, 25, of Osaka, Japan, spent three months in the Mashhad Prison waiting for his case to be tried. Whenhis case came to court he was freed without a fine. He had been carrying 200 grams of hashfor his personal use. When he had crossed the border from Afghanistan together with a group of European hippies only he was searched. In Mashhad, Fujimoto said, the foreign prisoners are housed in the prison hospital, but share washing and toilet facilities with other prisoners. They had to pay for their food, and cooked for themseives on a anale stove, When he arrived in June there were a few foreigners serving sentences. Whenhe left there were over 30, His friends in prison included a 20-year-old American from California serving a seven-year sentence for bringing in 100 kilos in cooking gas bottles; two Dutchmen caught with 55 kilos who tried to prove in court that hashish was not lb. A petty problem? Perhaps. But Richard Bullock, executive vice president of the National Association of Building Manufacturers (NABM}, says it is just one example of how a patchwork system oflocal laws, building codes and other regulations add time—and money—to home building transportationcosts. and Localism Is Costly And those costs inevitable filter down to the home buyer's checkboc'. Bullock pointed out the problems that multiple jurisdictions raise for the home builder at a recent Federal Trade Commission hearing in New York. The NABM represents firms engaged in factory production of housing and buildings, “Localism and lack of variances,’ CANDY & CARAMEL Standardization Needed Within the federal gov ere ment, differences also exist “For instance, houses built to meet the Federal Hous Administration standards don't meet the standards of the Farmers Home Admunistration program,” For some reason, Pullock said, the farmers home code requires wider doors than under federal home standards. “It should not take an act of Congress for these two groups to reach an agreement on standard door widths as well as other minor differences which force production costs up," he said, Gverlapping government bureaucracies add to the headaches for the industrial home builder.
