Show M.tt.ng.r-Enf.rprlt.- , Thursday, Get brand inspection to move your horse Do you realize that you would be breaking the law if you loaded your horses and hauled them outside your county without a brand inspection? asks JWayne McArthur, horsemanship program director, Utah State University. He explains that there are three types of inspections used in transporting horses. If you expect to own a horse for years, he suggests that you pay $10 and receive a e inspection certificate on that horse. If there is a chance you life-tim- might sell the horse next year but you are going to be hauling it a lot this year, he suggests that you buy a year-loninspection for $5. The third type inspection is simply an origin to destination inspection good for 72 hours. It costs 50 cents per horse with a $2.50 minimum per inspection. McArthur thinks this provision of the law may have been set up primarily with cattle movement in mind since it provides no round trip inspection or trip long inspection. According to the law, you should get an additional inspection to return. On the other hand, if yu are going on a trip for a week, your 72 hour pass will run out and you will not have a valid inspection to return home on. Actually, the current practice of permitting horse owners to go and return on a 72 hour pass just circumvents the law, McArthur says. He feels quite strongly that there is room for improvement on the procedures presently on the books. He says horse owners should have more input into the laws that govern them and that are designed for their protection. Expressig his own views as a horse owner, McArthur said, "If we are going to have laws that require horse inspections for the protection of horse owners, we should also have enforcement of the laws. If we cant enforce the program, we should get together, discuss and decide on another method. They found inspections were too expensive and too difficult to enforce. Enforcement is a problem in Utah states. McArthur says the inspections at checking stations and on the roads are not adequate to stop the movement of stolen horses. The State Highway Patrol people offer little help; they say they dont receive funds for this purpose. Also, brand inspectors are too few in number to keep watch on the transportation of horses to prevent stealing. Think about the brand inspection program as it exists and how it might be improved and seek opportunity to make input about it, McArthur he advises, urges.
