The two councilmen said they felt Mr. Jones' abilities in mechanical and electrical work could be better utilized by keeping him as a floating member of the city crew, to serve where needed. "There is a recurring cry for jobs to keep our youth in our communities and to provide relief from high unemployment rates, Mr. Meyer noted. The answer to this problem is not an easy one, or one which will occur overnight. Realization of our economic goals will require hard work from each and every one of us. Our best efforts may go unrewarded if we do not have a plan of action. Mr. Meyers proposed plan centers on three phases: Promotional Activities, Communications Activities, and Support Activities. Development of promotional activities to sell rural communities to businesses looking for new areas in which to develop would include a marketing emphasis program to review state publications to assure that development in rural areas was being encouraged. The state under this program would also work with regional and local economic development groups to help promote their areas. Rural areas would also be given opportunities to participate in state industrial exhibits. Other promotional activities include an effort to target specific industries well adapted to a rural setting, maintenance of contact with growing industries on the Wasatch Front which might be willing to branch out to another less metropolitan area of the state, regional promotions with legislative funding support, and development of incentive packages for communities. Improved communication be- tween state and rural agencies could include a monthly meeting and program in which rural entities could be kept abreast of opportunities to attract specific businesses to their communities. lead-shari- Other communication programs, are designed primarily to assist active economic development groups in smaller areas off the Wasatch Front to communicate with state and private agencies who are aware of businesses interested in relocating, are the establishment of a monthly newsletter, a newspaper review program in which selected local papers are reviewed on a regular basis for the states benefit, a weekly telephone contact program to keep abreast of developments in rural areas, and a newspaper article program to keep the general public aware of efforts being made and to enhance the public's awareness of the need to assist with economic development in a positive manner. which "Support activities proposal to develop include a a training L 01.000 Sao Paulo, SP Brazil Elder Greg Reid 32 Colinton Rd.
