Show I , Mstngr-Entrprls- County ponders policy for license plate sales BY PAT MELLOR For several years, Sanpete County has contracted with the state to provide for the issuance of license the plates through County Treasurers office and the county treasurer has personally received the Commission Chairman funds, Wendell McGarry said Tuesday in the Sanpete regular County Commission meeting. "The contract we have is with the State via the county and not with if rf I lky, ; c- - axx. igerm -' - v f ; any individual person, county attorney Ross Blackham concurred when Commission Chairman Wendell McGarry announced he would like to see the practice of allowing the Treasurer to personally receive the funds brought to a halt. "in most counties, this practice has already been brought to a halt, Blackham observed. In some counties, the attorney said, the funds for issuing licenses comes to the county and goes into the general fund, and in some counties the money comes to the county and all or part of it is turned over to the department or to the individual issuing the licenses. Its not fair all the way around to compensate someone who was already elected to do the job, observed Dr. McGarry. Mr. Blackham A portion of th Room M. BY child-suppo- rt It's not a good situation we have now, where the county has the contract but Earl (Clark) receives the funds Blackham personally, concluded. The commissioners finally agreed unanimously to place the money received for licensing work from the state, into the general fund rather than permitting the Treasurer to take it home, but a difference of arose the opinion among commissioners on the issue of compensating Clark further for the work done in licensing. Commissioner Newt Donaldson noted that the Treasurer had been one officer of the county who had kept requests for personnel down to a minimum over the years, and said he felt the count v should probably reimburse Clark to some extent for the work he does for the State, or else perhaps BRUCE JENNINGS For the third quarter of 1985, Sanpete County led the state in its unemployment rate, according to figures released by Job Service. on The Commission agreed putting the state contract money into the general fund but left the other issues of reimbursement or com- At the end of June Sanpetes unemployment rate was 8.0 percent, but by the end of September the rate had gone up to 1.6 percent. 1 pensation undecided. h period, During the an according to Job Service, additional 304 people were added to the countys unemployment lines. The money received by MIBA for rent barely pays the insurance on the building, McGarry argued, and since no one is making any money on the property it should remain tax exempt. The county attorney noted, however, that a recent supreme court decision regarding the hospital in Provo set up three criteria to determine whether a property could be tax exempt, and it appeared at present that MIBA did not qualify under this decision for status.
