They want to know if a consolidated police system would produce better law enforcement at a lower cost than the half dozen or more police departments in the county. The cities and towns have a legal obligation to provide police protection, the Commissioners pointed out at their Tuesday meeting. But some of them arent fulfilling that obligatioa Instead, they are leaving law enforcement, even within their own city limits, up to the Sanpete Sheriffs Dept. The commissioners approved plored Sheriff Buchanans pursuing the sysquestion of a county-wid- e tem in discussions with city and town officials and the public at large. A referendum on the subject at the next general election might approval, he said. be in order, Commissioner Robert Bessey suggested. Eventually theyll have to be cleaned up, Sanpete emergency now manager, Gayle Rasmussen, told the County Commission Tuesday. That could be a costly process in some cases, Mr. Rasmussen said. But he added that some financial assistance may be available. He also presented the Commission with a proposed flood plain ordinance. People applying for building permits in a flood plain area must be informed that the location is in a flood plain and that they must meet special building requirements, Mr. Rasmussen said. Maps are now available that pinpoint Sanpete County flood plains. People must also be informed about the problem of with flood insurance. Mr. Rasmussen also pointed out two other potential problems. One of them, he said, concerns the Big Springs area west of Ftn. Green, which could be an emergency water source for Moroni and Ftn. Green. Utah Power & Light pond below the springs has been allowed to deteriorate, he said. And some water from the springs is now being wasted. A And Mr. Rasmussen handed out a paper listing Mercalli (earthquake) intensity scales and the possible piping response. The information is now relevant, he ' said, because of the natural gas pipelines that have been installed in Sanpete. An earthquake of moderate intensity, Mr. Rasmussen said, would probably cause no pipe failures. But a quake of heavy intensity one that could destroy most masonry and frame structures, would probably do significant damage to pipe distribution systems. - The hardest decision for many of Utahs 11 million tourists iswhattowear.
